PART B: DEVELOPMENT OF OPTIONS FOR A
REVISED RREF
The development of options for the revised RREF proceeded in four steps, as set out in Chart 1,
and outcomes were developed in a further three steps reported in Part C. This part of the report
draws on the material presented in the Consultation Paper and Options Paper and the
discussions in both rounds of Consultations. At each step, any further issues arising are
canvassed and further investigations and analyses undertaken by the Consultancy Team are
noted. The extent to which preferred options emerged is identified and these options have been
then taken into account in modelling the outcomes reported in Part C; where no clear preferred
options are identified and a range of options have been modelled.
