ACKNOWLEDGEMENTS
An exercise as extensive as this Review of the Relative Resource Equity Review in the HACC
Program can only be undertaken with the cooperation of many different organisations and
individuals.
The Consultancy Team would like to acknowledge the contribution of all those who participated
in the consultations. Attending the consultations in all regions provided us with a first hand
view of the diversity of needs to which HACC services have to respond and it was especially
heartening to see the value that all participants placed on having a resource allocation formula
that was fair and transparent.
Our appreciation also goes to the members of the Reference Group who helped us distil the key
issues for the Review, and our special thanks go to Ms Patricia Reeve who ably chaired the
Reference Group.
Our liaison with the provider and consumer groups involved in the HACC Program across the
Victoria was facilitated by the efforts of staff of the Department of Human Services. The keen
interest of officers of the Aged, Community and Mental Health Division, particularly Jeannine
Jacobson, Alexandra Hurley, Jeremy Maddox and Carol Pyke, was evident throughout the
Review. Working with these officers and staff from other Divisions and Regional Offices who
were members of the Departmental Steering Committee has made the RREF Review very much
a joint venture.
As leader of the Consultancy consortium, I would like to thank my colleagues for their hard
work and team spirit. I am sure that each member of the team would join in thanking the others
for the particular contributions they made to the overall task:
Liz Lowe and Ro Saxon, from HDG Consulting Group, for the outstanding
organisational and presentation skills they brought to the Consultations;
Richard Rosewarne and Hugh Sarjeant, for the many hours of critical discussion
and review of draft reports, as well as their high level analytic skills; and
Diana Droog, for her smooth and efficient management of the Consultancy from
beginning to end.
Discussions among the members of the consultancy team and with all those involved in the
Review prompted a vast range of questions about the RREF and the HACC program more
widely. We hope that the answers and options that we have come up with, through consultation
with the field, exhaustive analyses of data, and assessment of a variety of other background
information, will advance the achievement of the goals of the HACC program in Victoria.
