<strong>Benefits</strong> Approach, Principles, Policies,<br />

Guidelines <strong>and</strong> Procedures<br />

In November 2009 <strong>Hebron</strong> convened a workshop to discuss the motivations of<br />

<strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> workers who commute to Alberta. The<br />

participants included representatives of the proponents of offshore oil <strong>and</strong><br />

other major construction projects, contracting companies, government<br />

departments, training institutions <strong>and</strong> academe.<br />

This approach will assist economic sustainability by having <strong>Project</strong> activities <strong>and</strong><br />

initiatives contribute to the Province being seen as a source of supply, service,<br />

construction, fabrication, labour, education, training <strong>and</strong> R&D capabilities <strong>and</strong><br />

expertise that are globally competitive in terms of safety performance, price,<br />

quality <strong>and</strong> delivery. This requires that the <strong>Project</strong> fully satisfy the <strong>Benefits</strong><br />

Principles relating to maintaining the highest levels of safety, efficiency (including<br />

through synergies with other projects <strong>and</strong> operators) <strong>and</strong> integrity <strong>and</strong> delivering<br />

execution certainty, <strong>and</strong> working collaboratively with industry, government,<br />

academic <strong>and</strong> training institutions, community <strong>and</strong> other stakeholder groups to<br />

benefit from their expertise <strong>and</strong> capabilities. This will lead to the effective delivery<br />

of benefits <strong>and</strong> assist the Province in both attracting investment in future projects<br />

in <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> <strong>and</strong> competing for work on projects elsewhere in<br />

<strong>Canada</strong> <strong>and</strong> internationally.<br />

The above approach <strong>and</strong> principles have guided the development of the specific<br />

<strong>Canada</strong>-<strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> benefits policies, guidelines <strong>and</strong><br />

procedures described in the rest of this section.<br />

Let me finish by reiterating our priorities. First, to<br />

achieve the highest levels of safety, security,<br />

health <strong>and</strong> environmental performance, without<br />

which nothing else will be very meaningful.<br />

Second, to meet our <strong>Benefits</strong> Agreement<br />

commitments to the people of <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong><br />

<strong>Labrador</strong>, not just because we inked an<br />

agreement that says we will, but also because it is<br />

the right thing to do for our community. Third, to<br />

enhance <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong>’s fabrication<br />

capability to provide capital efficiency <strong>and</strong> deliver<br />

execution certainty. Finally, to build sustainable<br />

relationships with the community that we are a<br />

part of <strong>and</strong> where we live <strong>and</strong> work… We are not<br />

here to build a project over the next six years <strong>and</strong><br />

leave; we are also here for the thirty or more<br />

years, so this is our province <strong>and</strong> our community<br />

<strong>and</strong> this is our own backyard.<br />
