Establish <strong>and</strong> maintain a <strong>Project</strong> website<br />

Provide early <strong>and</strong> detailed notification of <strong>Project</strong> requirements<br />

Offer supplier information sessions <strong>and</strong> workshops<br />

Hold a reverse trade show focused on EPC work<br />

Participate in industry conferences <strong>and</strong> workshops, such as are organized regularly by<br />

NOIA <strong>and</strong> other industry associations<br />

Co-locate the majority of EMCP <strong>and</strong> FEED/EPC contractor procurement personnel in<br />

St. John’s, which will facilitate opportunities for NL companies to participate in bidding<br />

for sub-contracts <strong>and</strong> material <strong>and</strong> equipment purchasing<br />

Offer EMCP <strong>and</strong> main contractor site visits to prospective contractors <strong>and</strong> suppliers in<br />

order to assess the condition <strong>and</strong> suitability of local infrastructure <strong>and</strong> to review<br />

prospective contractors <strong>and</strong> suppliers’ operating procedures <strong>and</strong> workforce capabilities<br />

Investigate the use of distance technologies to facilitate contact between NL<br />

contractors <strong>and</strong> suppliers, <strong>and</strong> the main FEED/EPC companies located outside the<br />

Province<br />

Disseminate point of contact information for <strong>Project</strong> procurement personnel as soon as<br />

it becomes available<br />

Provide debriefings for unsuccessful bidders, when so requested<br />

Promote established vendor registration database that will be used by EMCP <strong>and</strong> its<br />

contractors <strong>and</strong> suppliers<br />

Establish travel fund for travel by contractors <strong>and</strong> suppliers headquartered in the<br />

Province to visit engineering offices located outside the Province, where such offices<br />

have been employed to conduct <strong>Project</strong> FEED <strong>and</strong> when necessary to support<br />

business relationships<br />

Investigate the use of distance technologies to facilitate the access of rural businesses<br />

to <strong>Project</strong> <strong>and</strong> industry procurement-related events in St. John’s<br />

Investigate encouraging <strong>and</strong> facilitating collaboration between NOIA <strong>and</strong> other industry<br />

associations <strong>and</strong> rural <strong>and</strong> diversity business <strong>and</strong> supplier groups<br />

Help identify commercially sound opportunities for suppliers<br />

Engage NOIA <strong>and</strong> other relevant industry stakeholders to identify barriers to local<br />

suppliers <strong>and</strong> to:<br />

• Provide a detailed presentation on analysis of service <strong>and</strong> supply capability<br />

• Review the findings of the various supplier development initiatives, including those<br />

identified by the Industrial Opportunities section of the Atlantic Energy Roundtable<br />

• Assist local suppliers in identifying opportunities presented by the <strong>Project</strong><br />

Investigate industrial tourism options respecting Bull Arm <strong>and</strong> other activity centres,<br />

including the viability of extending industrial tourism opportunities beyond the end of<br />

the construction stage<br />

Work with FEED/EPC contractors to study the full range of catering, retail, personal<br />

services, recreation, entertainment, daycare <strong>and</strong> other requirements of camp workers<br />

<strong>and</strong> how best they may be met by businesses in the local area<br />

Ask potential bidders to document their willingness <strong>and</strong> capability to utilize electronic<br />

bulletin boards to communicate procurement requirements <strong>and</strong> contract awards<br />

Steward activities of EMCP contractors <strong>and</strong> suppliers undertaken to develop Canadian<br />

<strong>and</strong> NL suppliers<br />

Encourage the formation of joint ventures, licensing arrangements, education <strong>and</strong><br />

training <strong>and</strong> R&D activities in support of identified opportunities<br />

Publish bidders lists, allowing local companies to identify potential partners<br />

Encourage <strong>and</strong> support main contractors <strong>and</strong> their key procurement personnel in<br />

identifying technology transfer opportunities<br />

Engage <strong>and</strong> support local companies in the performance of <strong>Project</strong>-related R&D<br />
