3.3.4 Employment <strong>and</strong> Training<br />

ExxonMobil’s commitment to developing the industrial <strong>and</strong> labour capacity, <strong>and</strong><br />

delivering benefits to host jurisdictions down to the community level (see Section<br />

1.1), also requires that ExxonMobil be committed to hiring <strong>and</strong> developing<br />

employees from the communities in which it operates, when such need arises<br />

<strong>and</strong> where long term employment is envisioned.<br />

This ExxonMobil commitment is reflected in this <strong>Benefits</strong> <strong>Plan</strong> <strong>and</strong> consistent<br />

with its principles, which include:<br />

Promoting the development of local skills <strong>and</strong> industry<br />

capability that leaves a lasting legacy for the communities in<br />

which we operate <strong>and</strong> for the Province.<br />

The application of this commitment <strong>and</strong> principle, through this <strong>Benefits</strong> <strong>Plan</strong> will<br />

address the ‘first consideration’ principle in the legislation, so that <strong>Newfoundl<strong>and</strong></strong><br />

<strong>and</strong> <strong>Labrador</strong> residents, including members of the designated groups (women,<br />

Aboriginal peoples, visible minorities, <strong>and</strong> persons with disabilities), receive full<br />

opportunity for employment. The provision of such opportunities was viewed as a<br />

very important topic by the participants in the <strong>Benefits</strong> <strong>Plan</strong> stakeholder<br />

consultations.<br />

For the purpose of this <strong>Benefits</strong> <strong>Plan</strong>, a <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> resident is a<br />

Canadian or l<strong>and</strong>ed immigrant who meets the residency requirements of the<br />

Province as defined by the Elections Act, SNL 1992, CE-3.1.<br />

Employment <strong>and</strong> training initiatives will be guided by the ExxonMobil Equal<br />

Employment Opportunity Policy:<br />

It is the policy of ExxonMobil to provide equal employment<br />

opportunity, in conformance with all applicable laws <strong>and</strong><br />

regulations, to individuals who are qualified to perform job<br />

requirements. ExxonMobil administers its personnel policies,<br />

guidelines, programs <strong>and</strong> practices in a non-discriminatory manner<br />

in all aspects of the employment relationship, including recruitment,<br />

hiring, work assignment, promotion, transfer, termination, wage <strong>and</strong><br />

salary administration, <strong>and</strong> selection for training.<br />

Further to the Equal Employment Opportunity Policy, EMCP recognizes that the<br />

key to the growing use of local labour is to have a long-term view of future<br />

requirements <strong>and</strong> implement timely training programs. This is reflected in the<br />

human resources planning process described below.<br />

Human resources planning for the <strong>Project</strong> will continue to be developed <strong>and</strong><br />

refined over the life of the <strong>Project</strong>, currently estimated to be more than 30 years.<br />

Given this long duration, <strong>and</strong> the fact that the <strong>Project</strong> is in the early stages of<br />

development, this <strong>Plan</strong> does not provide a description of all of the human<br />

resources initiatives that will be used. However, where available, it will provide<br />

examples illustrative of the types of benefits initiative that will be undertaken.<br />
