Guidelines <strong>and</strong> Procedures<br />

EMCP has established <strong>and</strong> is promoting a <strong>Project</strong> vendor registration<br />

database that will be used by it <strong>and</strong> its contractors <strong>and</strong> suppliers. Where<br />

feasible, other local databases (such as the Eastern Supplier Development<br />

Alliance database) will be integrated into the <strong>Project</strong> database;<br />

EMCP has established a <strong>Benefits</strong> Agreement travel fund for travel by<br />

contractors <strong>and</strong> suppliers headquartered in the Province to visit engineering<br />

offices located outside the Province, where such offices have been<br />

employed to conduct <strong>Project</strong> FEED <strong>and</strong> when necessary to support business<br />

relationships;<br />

Consistent with the <strong>Project</strong> Diversity <strong>Plan</strong> (see Section 3.3.6), EMCP <strong>and</strong> its<br />

main contractors will facilitate access to <strong>Project</strong> opportunities by companies<br />

owned or operated by members of the designated groups;<br />

<strong>Project</strong> RFPs <strong>and</strong> bid packages will require that bidders use st<strong>and</strong>ards that<br />

meet the requirements of Canadian Government Authorities <strong>and</strong> use<br />

Canadian st<strong>and</strong>ards where appropriate;<br />

<strong>Project</strong> procurement processes will be scalable <strong>and</strong> may include applicable<br />

benefits team, management <strong>and</strong>/or C-NLOPB reviews; <strong>and</strong><br />

Success in providing ‘full <strong>and</strong> fair opportunity’ <strong>and</strong> ‘first consideration’ will be<br />

reported to the C-NLOPB.<br />

<strong>Benefits</strong>, including diversity, will be a consideration in:<br />

♦<br />

EOIs <strong>and</strong> Pre-qualification. Requests for EOIs will contain discussion of the<br />

EMCP commitment to benefits, the <strong>Benefits</strong> <strong>Plan</strong>, <strong>and</strong> the requirement for<br />

contractor alignment in delivering benefits. Potential contractors <strong>and</strong><br />

suppliers will be required to provide an acknowledgement of their<br />

underst<strong>and</strong>ing of the importance of benefits, together with information about<br />

their benefits-related experience <strong>and</strong> capabilities. The <strong>Benefits</strong> Team will<br />

take these into account in the evaluation of submissions <strong>and</strong> development of<br />

bidder lists.<br />

Award. <strong>Benefits</strong> requirements will be scalable, with specific obligations<br />

specified in Invitations to Tender (ITTs), RFPs <strong>and</strong> Requests for Quotations<br />

(RFQs) according to the contract size <strong>and</strong> other criteria, with bidders being<br />

required to complete a benefits questionnaire. The information in these<br />

questionnaires will be an important consideration in the contract award<br />

decision.<br />

To assist main contractors in developing their processes, EMCP will:<br />

Hold initial meetings with representatives of the main contractors to introduce<br />

them to the <strong>Benefits</strong> <strong>Plan</strong>, its requirements <strong>and</strong> implementation; <strong>and</strong><br />

Provide guidance to main contractors so that their plans are developed <strong>and</strong><br />

implemented in accordance with contract expectations.<br />
