Guidelines <strong>and</strong> Procedures<br />
to discuss topics of mutual interest <strong>and</strong> identify <strong>and</strong> promote good practice,<br />
effectiveness <strong>and</strong> efficiency.<br />
While <strong>Benefits</strong> Management is the responsibility of the <strong>Benefits</strong> Team, ultimate<br />
accountability lies with the <strong>Hebron</strong> Management Team.<br />
3.3.1.7 Management Systems <strong>and</strong> Procedures<br />
A <strong>Benefits</strong> Management System will coordinate, <strong>and</strong> deliver adherence to,<br />
benefits commitments among the <strong>Project</strong> team <strong>and</strong> all contractor groups involved<br />
in the <strong>Project</strong>. It includes the processes, policies, guidelines, procedures <strong>and</strong><br />
supporting systems that will be used to deliver this <strong>Plan</strong>. A management systems<br />
<strong>and</strong> procedures manual to ensure the coordination of, <strong>and</strong> adherence to,<br />
<strong>Canada</strong>-<strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> benefits commitments among all clients<br />
<strong>and</strong> contractor groups involved in the project has been submitted to the C-<br />
NLOPB in conjunction with this <strong>Plan</strong>.<br />

Select contractors <strong>and</strong> suppliers that work diligently to deliver benefits to the people of<br />
the Province<br />
Staff <strong>Project</strong> office by professionals knowledgeable of the Province’s supply community<br />
Require FEED/EPC contractors to identify a management contact accountable for<br />
benefits, diversity, <strong>and</strong> other benefits staff<br />
Develop <strong>and</strong> implement plans to manage the organizational aspects of key transitions<br />
into subsequent phases<br />
Establish a <strong>Benefits</strong> Advisory Committee<br />
Establish a <strong>Benefits</strong> Community of Practice<br />
Prepare a <strong>Benefits</strong> Management System manual<br />
3.3.2 Supplier Development<br />
Supplier development involves the investment of time, people <strong>and</strong> resources to<br />
develop companies such that they provide a competitive local industrial base.<br />
The past 30 years has seen great success in developing such a base in<br />
<strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> (see Section 1.2), <strong>and</strong> this <strong>Plan</strong> will build on this,<br />
drawing on the <strong>Benefits</strong> <strong>Plan</strong> Guidelines, st<strong>and</strong>ard local practice <strong>and</strong> ExxonMobil<br />
corporate experience <strong>and</strong> guidance. It is also consistent with the principles that<br />
underlie this <strong>Plan</strong> <strong>and</strong> govern all of its benefits-related activities, specifically that<br />
of:<br />
Promoting the development of local skills <strong>and</strong> industry<br />
capability that leaves a lasting legacy for the communities in<br />
which we operate <strong>and</strong> for the Province.<br />
