Ro ma nia, Bu lga ria, Gre ece, Tu rkey, Alba nia and Cro atia<br />

fo rm NA TO’s se cu ri ty ri ng, which enco mpa sses and ne -<br />

utra li zes Se rbia and Bo snia-He rze go vi na, or mo re pre ci -<br />

se ly, Re pu bli ka Srpska, which co unt on po ssi ble Ru ssi a’s<br />

ge opo li ti cal re vi si oni sm. The re are no re ali stic cha nces<br />

for a Ru ssi an stra te gic pe ne tra ti on, ju st li ke they did not<br />

exi st after Ko so vo, when Ro ma nia and Bu lga ria re fu sed<br />

to allow Ru ssi an mi li ta ry fo rces to enter the ir air spa ce:<br />

they we re re wa rded wi th the ir admi ssi on <strong>in</strong> NA TO<br />

(2004) and the EU (2007). The de gree to which the stra -<br />

te gi es of the USA and NA TO ove rlap <strong>in</strong> So uth-Ea ste rn<br />

Eu ro pe is be st re fle cted <strong>in</strong> the Ame ri can <strong>in</strong>i ti ati ve of the<br />

“Ame ri can-Adri atic Cha rter“, which was si gned <strong>in</strong> Ti ra -<br />

na <strong>in</strong> 2003 by Alba nia, Ma ce do nia and Cro atia. This Cha -<br />

rter re pre se nted a so rt of a mu lti la te ral pre pa ra ti on of<br />

the se co untri es for the ir admi ssi on <strong>in</strong>to NA TO.<br />

Alba nia and Cro atia jo <strong>in</strong>ed NA TO <strong>in</strong> 2009, and Ma ce do -<br />

nia, which is co mple te ly re ady, did not, due to its lo ngru<br />

nni ng di spu te wi th Gre ece, which <strong>in</strong>si sts that an<br />

adje cti ve be added to the na me of Ma ce do nia to di sti -<br />

ngu ish it from the Gre ek re gi on of Ma ce do nia. Ho we -<br />

ver, the fo rmer Yu go sla vi an Ma ce do nia has be en bro ught<br />

under the umbre lla of Pax Ame ri ca na thro ugh a ste adfa -<br />

st agre eme nt wi th the USA. Mo nte ne gro got the acti on<br />

plan for jo <strong>in</strong>i ng NA TO la st ye ar, and the He ad of Fo rce<br />

Pla nni ng De pa rtme nt of NA TO De fe nce Po li cy and Pla -<br />

nni ng Di vi si on, Fra nk Bo la nd, pre di cts that it co uld be co -<br />

me a fu ll me mber as ea rly as 2012. Bo snia-He rze go vi na<br />

and Se rbia jo <strong>in</strong>ed NA TO ’s Pa rtne rship for Pe ace <strong>in</strong> 2006.<br />

The new Ame ri can amba ssa dor to Se rbia, Ma ry Wa rli -<br />

ck, sa id on Fe bru ary 5 this ye ar that NA TO’s do or was<br />

open for Se rbia, and that new pro je cts of the Pa rtne rship<br />

for Pe ace wo uld enha nce the co ope ra ti on be twe en the<br />

USA and Se rbia. The only sta te not <strong>in</strong>clu ded <strong>in</strong> the fo r-<br />

mal pro gram for admi ssi on <strong>in</strong>to NA TO is Ko so vo, which<br />

re pre se nts a hu ge po li ti cal pro blem for the admi ssi on of<br />

Se rbia <strong>in</strong>to bo th NA TO and the EU, altho ugh Ko so vo is<br />

la be led “a NA TO sta te“ <strong>in</strong> <strong>in</strong>fo rmal di sco urse. NA TO tro -<br />

ops <strong>in</strong> Ko so vo (KFOR) wi ll ha ve be en re du ced to 4,000<br />

by 2012, which is also one of the <strong>in</strong>di ca to rs that <strong>in</strong>sta bi li -<br />

ty and new wa rs are not expe cted to engu lf So uth-Ea ste -<br />

rn Eu ro pe, even tho ugh ou tgo <strong>in</strong>g Cro ati an pre si de nt<br />

Stje pan Me sic anno unced mi li ta ry acti vi ti es, fi rst by Cro -<br />

atia, and then by NA TO, if Re pu bli ka Srpska Pri me Mi ni -<br />

ster Mi lo rad Do dik anno unces a re fe re ndum on the<br />

se ce ssi on of the enti ty.<br />

but the pu rcha se of ve hi cles from the Fi nni sh Pa tria was<br />

po stpo ned due to the fi na nci al cri sis. Slo ve ni an ci vil asso -<br />

ci ati ons are pre pa ri ng a pe ti ti on for the di sso lu ti on of<br />

army, an idea da ti ng ba ck to 1990 due to the pe rce pti on<br />

that the Slo ve ni an Army is no lo nger de fe ndi ng Slo ve ni -<br />

an so ve re ignty, but ne edle ssly pa rti ci pa ti ng <strong>in</strong> NA TO ’s<br />

wa rs. The go ve rnme nt and pa rt of the oppo si ti on di sa -<br />

vow this uto pi an pa ci fi sm and de mi li ta ri za ti on <strong>in</strong> the unsa -<br />

fe ti mes, su gge sti ng <strong>in</strong>ste ad that the 500 mi lli on eu ro<br />

de fe nse bu dget be su bje cted to cle arer po li ti cal stra te gi -<br />

es which wo uld de ci de on why, when and how the Slo -<br />

ve ni an Army sho uld pa rti ci pa te <strong>in</strong> NA TO-s war acti vi ti es.<br />

Whi le other co untri es <strong>in</strong> the re gi on are co nte nt to ma -<br />

<strong>in</strong>ta <strong>in</strong> the ir cu rre nt le ve ls of mi li ta ry ca pa bi li ty, only Ko -<br />

so vo has the ambi ti on of stre ngthe ni ng its armed fo rces<br />

ca pa ci ty, an ambi ti on which has ea rned NA TO ’s su ppo -<br />

rt and Se rbi a’s re pro ach.<br />

Altho ugh the re are spe cu la ti ons on the co nstru cti on of a<br />

Ru ssi an ba se on the Se rbia-Ko so vo bo rder, wo rd has also<br />

spre ad on the esta bli shme nt of a Ru ssi an-Se rbi an co ordi -<br />

na ti on and lo gi sti cal ce nter ne ar the Ni { ai rpo rt. This is a<br />

geo-eco no mic pe ne tra ti on of Ru ssia <strong>in</strong>to the Ba lka ns, ra -<br />

ther than one ha vi ng to do wi th Ru ssi an ge opo li ti cal ambi -<br />

ti ons, si nce the ’So uth Stre am’ gas pi pe li ne ro ute cu ts<br />

thro ugh Ni {. Altho ugh Se rbia cho se to be ne utral to, amo -<br />

ng other thi ngs, de fle ct pre ssu re co mi ng from Ru ssia which<br />

thre ate ns to re co gni ze Ko so vo if Se rbia jo <strong>in</strong>s NA TO, <strong>in</strong> this<br />

ge opo li ti cal co nte xt, by de la yi ng <strong>in</strong> jo <strong>in</strong>i ng NA TO, Se rbia<br />

is lo si ng mo re than it is ga <strong>in</strong>i ng, si nce <strong>in</strong> So uth-Ea ste rn Eu -<br />

ro pe NA TO se rves as a ga te way to the EU. Co nsi de ri ng<br />

2018, it can be assu med that Se rbia, Bo snia-He rze go vi na<br />

and Ko so vo co uld jo <strong>in</strong> NA TO be fo re the se EU de adli nes.<br />

NA TO do es not pre se nt a pro blem to Ru ssia <strong>in</strong> the alre -<br />

ady pa ci fi ed So uth-Ea ste rn Eu ro pe and <strong>in</strong> the afo re-me -<br />

nti oned “NA TO ri ng” <strong>in</strong> the Ba lka ns, but it do es <strong>in</strong><br />

Ea ste rn Eu ro pe, whe re NA TO is tryi ng to <strong>in</strong>clu de the ru -<br />

mp Ge orgia and the ge opo li ti ca lly ha lved Ukra <strong>in</strong>e <strong>in</strong>to its<br />

ra nks. In a stra te gic se nse, the Ba ltic co untri es are not<br />

pe rce ived as pro ble ma tic by Ru ssia ei ther, si nce NA TO<br />

has admi tted it is not able to de fe nd them be ca use of the<br />

cu rre nt co nfi gu ra ti on which gi ves Ru ssia a si gni fi ca nt<br />

adva nta ge. The tro uble are Po la nd and Czech Re pu blic<br />

be ca use of the anti-mi ssi le shi eld which Oba ma has gi ven<br />

up on, anno unci ng the re lo ca ti on of the syste ms to Ro -<br />

ma nia and Bu lga ria, to empha si ze once aga <strong>in</strong> that Ru ssia<br />

is not the ta rget but the shi eld is be <strong>in</strong>g pla ced as de fe nse<br />

aga <strong>in</strong>st co untri es such as Iran and <strong>No</strong> rth Ko rea. Ru ssi a’s<br />

so me ti mes ove rly dra ma tic cri ti qu es of even this re du ced<br />

anti-mi ssi le de fe nse se rve as a po we rful le ver <strong>in</strong> wi der mi -<br />

li ta ry-di plo ma tic ba rga <strong>in</strong>i ng wi th the USA and NA TO.<br />
