Validation of Member Reference data
If provided, reference data has to be provided for both billing and billed
member and has to include all mandatory fields as per the record structure
If no reference data and no location ID are provided, then system will use
information associated to the Main location ID
If both reference data and location ID are provided, then the information
between the two must match with what is stored in the system
Currently, system returns a validation warning to allow members to adjust
their reference data. In Q1 of 2014, this will become a validation error and
cause the invoice to fail.
