Berlin als Zentrum der Numismatik und des Geldes
in seiner schönsten Form hat eine inzwischen
schon lange Tradition. Die World Money Fair 2014
ist daher auch in diesem Jahr Tagungsort der
FENAP und wir möchten uns bei den Gastgebern
herzlich bedanken.
Im Vorjahr hieß es noch, dass die Abschaffung
des ermäßigten Steuersatzes im größten Sammlerland
der EU für kulturelle Güter und Sammlungsstücke
zum 1.1.2013 kommen wird, jetzt soll
es am 1.1.2014 so weit sein. Dieses Thema hat uns
natürlich während des vergangenen Jahres intensiv
beschäftigt.
Ursprünglich begann das Jahr mit einem bedeutsamen
Erfolg zu Gunsten der Sammler in der
ganzen Welt beim Deutschen Bundesfinanzhof,
der klarstellte, dass antike und alte Münzen keine
Ausfuhrgenehmigungen benötigen und nicht
als archäologische Gegenstände anzusehen sind.
Indirekt sollte dieses Urteil auf ganz Europa ausstrahlen
und hat auch in den USA schon Anerkennung
gefunden.
Trotzdem sind die Probleme mit dem überzogenen
Kulturgüterschutz nicht ausgeräumt und
ausgerechnet von der deutschen Regierung geht
eine Initiative aus, die einschneidende Verschärfungen
für Sammler von kulturellen Gütern von
Seiten der EU bringen sollen. Wir als FENAP werden
natürlich weiter versuchen bei den Behörden
Berlin meanwhile enjoys a long tradition as a
center of numismatics and money in its most
beautiful form. Therefore, FENAP this year again
uses the occasion to hold its annual meeting at
the World Money Fair 2014 and we would like to
offer sincere thanks to our hosts.
About a year ago it looked as if Europe‘s largest
collector country would abolish the reduced
tax rate on cultural goods and collectibles by
2013/1/1. Now this new regulation takes effect
from 2014/1/1. As a matter of course, we were
particularly concerned with this issue over the
past year.
Originally, the year had started out well with
an important success for collectors all over the
world. The Federal Financial Agency of Germany
ruled that antique and old coins shall not require
an exportation permit and are not considered to
be archeological objects. In an indirect manner,
this decision is bound to have an effect on the
whole of Europe. It has in fact been positively
acknowledged in the United States.
But for all that, the problems with the exaggerated
protection of cultural goods are not
yet solved. Of all countries in Europe, the German
government started an initiative destined to
bring about stricter regulations for the collectors
of cultural goods on a European level. As FENAP
we will continue lobbying with politicians and
und Politikern unseren noch liberalen Markt zu
erhalten und zu erklären, dass das Sammeln eine
wichtige und kulturell wertvolle Beschäftigung
ist, die gefördert und nicht behindert werden
sollte.
Insgesamt meine ich aber, dass der gesunde
Menschenverstand sich irgendwann wieder einmal
durchsetzen wird und die Sammler sich auch
von vorübergehenden Schwierigkeiten nicht einschüchtern
lassen werden, ihrem Hobby nachzugehen.
Ich wünsche demnach dieser großartigen Veranstaltung,
der World Money Fair 2014 hier in Berlin
einen weiteren durchschlagenden Erfolg.

still liberal for the time being. We make a point
of explaining that collecting is an important,
culturally valuable activity which should be
encouraged instead of hindered.
All in all, I believe that common sense will
eventually prevail again, and that collectors will
not be too intimidated by temporary drawbacks
to follow their hobby.
Thus, I hope this great event here in Berlin, the
World Money Fair 2014, will be another resounding
success.
