BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) Carollo is providing continuing engineering services for Manatee County. Treatment and Permitting Projects include: Manatee County Biological Treatment Cost Modeling For Surface Water Taste & Odor Removal. Carollo is conducting an evaluation to consider the use of biological filtration (biofiltration) as an alternative to PAC. Project completion: 2012 (June). Cost: $34,284. Manatee County CIP Projects Review. Carollo will provide peer review of work performed by the County's other consultants at the County’s facilities. Completion Date: 2012 (December). Cost: $55,000. Compliance Review Assistance. Carollo provides for regulatory review and assistance to the County, on an as-needed basis. Completion Date: 2012 (December). Cost: $130,000. Lake Manatee WTP Ultrafiltration System Basis of Design Report Peer Review. Carollo provided a peer review of the draft BODR, which evaluates the technical consistencies, cost estimates, and facility layouts. Completion Date: 2010. Cost: $57,824. Manatee County Reuse Permit Renewal. This project consists of the preparation of permit application, including required supporting documents; installation of new ground water (GW) monitoring wells; abandonment of obsolete monitoring wells; implementation of new GW monitoring plan; and modifications to existing WRF permits to remove individual GW monitoring plans. Project completion: 2013. Cost: $248,658. RO WTP Basis of Design Report Peer Review. Carollo conducted a peer review of the County’s Erie Road RO WTP Basis of Design Report (BDR) dated February 2008. Completion Date: 2008. Cost: $26,616. Force main and Water Distribution Projects include: Force Main Replacement Preliminary Design Report – Manatee County, FL. Carollo analyzed four alternatives to rehabilitate or replace the existing cast iron force main that is near failure due to corrosion on the interior of the pipe as well as graphitization on the exterior of the pipe. The alternatives included utilizing conventional methods of pipe replacement as well as new, innovative techniques in pipe rehabilitation. Completion Date: 2007 (Design). Cost: $40,000. Utility Engineering Services for PS 428 Booster Pump Station. Based on County’s models, Carollo designed a wastewater pump station to reduce force main pressures and improve flow to water reclamation facility. The design minimized site footprint in residential area by using a design that put multiple pumps in-line with the force main, eliminating the need for a wet well. Completion Dates: 2009 (Design), 2012 (Constr.). Cost: $210,429. Oneco Terrace Waterline Replacement, Phases I, II and III. Carollo replaced approximately 14,800 lineal feet of existing 2, 4, and 6-inch water main. Scope also included determining the routing of the new water mains and developing a construction sequence to maintain service to existing residences. Carollo acquired applicable permits, and provided construction services. Completion Dates: 2009 (Design), 2012 (Constr.). Cost: $195,289. Pic Town Waterline Replacement, Phases I and II. Project included the design and replacement of approximately 11,000 linear feet of waterline. Existing 2-, 4-, and 6-inch galvanized, ductile iron, PVC, and asbestos concrete waterlines were replaced with approximately 7,900 linear feet of 6-inch waterline and 3,265 linear feet of 8-inch waterline. Completion Dates: 2009 (Design), 2012 (Constr. - July). Cost: $145,783. Bayshore on the Lakes - Waterline Replacement. Existing 3-, 4- and 6-inch galvanized and PVC waterlines will be replaced with approximately 2,400 linear feet 6-inch and 8,000 linear feet 8-inch ductile iron, HDPE, and PVC water lines. Carollo used hydraulic modeling to confirm fire flow requirements and determine the final sizing of all water lines. Completion Dates: 2009 (Design), 2012 (Constr. - November). Cost: $78,980. 25. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) Sarasota County was looking to increase the capacity of its Central County Water Reclamation Facility (CCWRF) due to anticipated future flow increases from the consolidation of developer operated utilities and a septic tank replacement program. The CCWRF was rated at 4 mgd on an annual average daily basis. Carollo performed a preliminary design study for a phased expansion to 5.4 and then 8.0 mgd on a maximum month average daily flow basis.The biological treatment process at the CCWRF was a conventional activated sludge process consisting of oxidation ditches with surface-mounted rotor aerators, secondary clarifiers, mixed liquor transfer pumps, RAS and WAS pumping, and tertiary deep bed filters. The consensus of a process selection workshop with the County was to convert the treatment process to the Modified Lutzack Ettinger (MLE) process with diffused aeration. BioWin, a proprietary desktop plant simulator, was used in conjunction with clarifier state point analysis to determine the plant capacity needed to operate at the design parameters and to meet the desired effluent goals. Carollo completed the design for the initial phase of expansion. In November 2008, the first phase of the MLE conversion was completed which increased the CCWRF capacity to 5.4 mgd. During this phase, the rotor aerators were removed from the oxidation ditches and replaced with fine bubble diffusers. New multistage centrifugal blowers were installed to provide process air. Separate process tanks, with vertical mixers, were constructed to provide the anoxic portion of the MLE process. Major electrical modifications were also completed to provide a new electrical service, main electrical building, and additional motor control centers (MCCs). Carollo provided construction phase services that included submittal reviews, responding to request for information/interpretation, and periodic site inspections. During the construction of the intial phase, Carollo began the design for expansion to 8.0 mgd. Components designed under this subsequent expansion included a new headworks, an additional anoxic basin, a new MLE basin, two new clarifiers, two new deep bed sand filters, a new chlorine contact tank, new reuse filters, and a new O&M building. Cost: $20,086,220. Carollo designed improvements that increase energy efficiency and provide phased expansion to 8.0 mgd. 25.
