Overview of Business Environment<br />
for Software Development in Russia<br />
Jurvetson (DFJ) to attract investments in the amount<br />
of USD 500 mln for its innovation fund with the<br />
planned total volume of USD 1 bn.<br />
Moscow Interbank Currency Exchange with the<br />
support of RUSNANO is planning to open a targeted<br />
exchange sector for investment <strong>and</strong> innovation that<br />
would enable venture investors to opt out from<br />
projects through public offering.<br />
It can be expected, that the inflow of foreign<br />
venture investment in Russia will increase. The<br />
poll conducted by Deloitte&Touche showed that<br />
American venture capitalists more often speak of<br />
opportunities to invest in such countries as China,<br />
India, Vietnam, Brazil <strong>and</strong> Israel. The option of<br />
attracting to Russia bigger volumes of venture<br />
investment is also recognized by the directors of the<br />
Finnish company Technopolis that plans to establish<br />
in Russia incubators for high-tech companies <strong>and</strong><br />
find investment in different countries to finance new<br />

The biggest share of companies critical of this<br />
support is registered in Moscow. The effectiveness<br />
of state support for the entry of IT companies in<br />
the global market remains low. There is no direct<br />
dependence of evaluations on the turnover <strong>and</strong><br />
export share. St. Petersburg has the best indicators,<br />
but nevertheless more than a half of respondents<br />
gave a «poor» mark to the way the support is being<br />
provided.<br />
In the past 2 years the level of satisfaction was<br />
higher, the bigger the company. This year we received<br />
higher evaluations from small companies, which may<br />
be explained by the implementation of the Support<br />
Program for Innovation in St. Petersburg owing to<br />
which small companies got a limited but still good<br />
opportunity to get co-financing for patenting abroad<br />
<strong>and</strong> participation in international events.<br />
