external markets. Apparently, this is due to higher<br />

requirements for their professional qualifications.<br />

University graduates are most willingly offered<br />

jobs in cities where companies feel the lack of staff<br />

more. In 2008, the lowest employment rate of recent<br />

graduates was in Moscow <strong>and</strong> Novosibirsk. The results<br />

of the previous, pre-crisis survey show that the share<br />

of graduates in different cities was almost equal.<br />

The rating of Russian universities was made based<br />

on answers related to university graduates in the<br />

highest dem<strong>and</strong> among regional IT companies. It was<br />

suggested respondents name an unlimited number of<br />

universities. Companies that have their representative<br />

offices <strong>and</strong> branches in other cities listed universities<br />

from all cities where their developers are based.<br />

The notion of the «region» was interpreted<br />

differently by respondents. Therefore, the rating gives<br />

only a general idea about universities preparing the<br />

biggest number of necessary IT specialists; moreover,<br />

the university ranking itself is quite relative.<br />

The frequency of records was influenced by the<br />

number of companies representing this or that city.<br />

At the same time the size of the companies surveyed<br />

was altogether neglected, which resulted in less high<br />

ratings for Moscow universities than expected.<br />

St. Petersburg universities are the most widely<br />

represented in the rating (both by the number of<br />

universities included <strong>and</strong> the frequency of records).<br />

However, many Moscow companies (almost half)<br />

named universities located in other cities, which reflects<br />

the fact that Moscow has the highest share of nonresident<br />

specialists in companies’ staff than other cities.<br />

The respondents named over 60 Russian<br />

universities in total. State universities <strong>and</strong> state<br />

technical universities were the most frequently<br />

mentioned with this regularity being true across<br />

different cities.<br />

preparation of <strong>software</strong> developers can be derived<br />

from another university rating based on the results<br />

of team participation in the world programming<br />

championship among students (ACM International<br />

Collegiate Programming Contest).<br />

among IT companies, which means these ratings are<br />

conventional. Nevertheless, all universities mentioned<br />
