development in the <strong>corridor</strong> and program needed improvements. A summary of the<br />

recommendations identified in this <strong>final</strong> draft <strong>report</strong> follows:<br />

1. Access management must be maintained throughout the <strong>corridor</strong>.<br />

2. Ongoing <strong>road</strong>way improvements and development projects must provide sufficient<br />

capacity at intersections, median openings, and driveways to accommodate turning<br />

vehicles.<br />

3. Work closely with PAG to aggressively implement improvements to La Cholla<br />

Boulevard as a parallel <strong>corridor</strong>, to ensure the long-term viability of Oracle Road.<br />

4. Assess the benefit and costs of future GSIs to encourage the use of alternate routes in<br />

more detail to see if their selective use would be beneficial to preserving the Oracle<br />

Corridor.<br />

5. An Oracle Road Oversight Committee should be established to periodically examine<br />

the state of the <strong>corridor</strong> and monitor its current and future performance. The<br />

committee should include representation from Oro Valley, <strong>Pima</strong> County, Pinal<br />

County, and ADOT.<br />

6. Require traffic assessments for new land uses in the <strong>study</strong> section and into southern<br />

Pinal County that examine the impact on <strong>corridor</strong> operations.<br />

7. Create a coordinating group between northern <strong>Pima</strong> County agencies and Southern<br />

Pinal County agencies to deal with mutual planning and infrastructure issues in an<br />

open and cooperative manner.<br />

2.6 CITY OF TUCSON PLANNING DOCUMENTS AND INFORMATION<br />

2.6.1 Oracle-South Sixth Corridor Study, Parsons Brinckerhoff, September 1991,<br />

Executive Summary and Final Report<br />

This <strong>study</strong> investigated the feasibility of various busway and light rail transit alternatives for the<br />

Oracle Road - South Sixth Avenue Corridor, which was defined as a one-mile wide <strong>corridor</strong><br />

between the Tucson Mall and the Tucson International Airport. In addition, the alternatives<br />

would be tested that would be compatible with busway and light rail transit alternatives that had<br />

been investigated for the B<strong>road</strong>way Corridor Study (Phase II). The <strong>study</strong> analyzed four<br />

alternative concepts, which were:<br />

• Oracle Road and South Sixth Avenue combined for light rail transit<br />

• Oracle Road, South Sixth Avenue, and B<strong>road</strong>way Boulevard combined for light rail transit<br />

• Oracle Road and South Sixth Avenue combined for a busway<br />

• Oracle Road, South Sixth Avenue, and B<strong>road</strong>way Boulevard combined for a busway<br />

The <strong>study</strong> also investigated three physical alignments north of downtown to the Tucson Mall,<br />

including Oracle Road, 10 th Avenue, and Stone Avenue. Physical alignments in the southern<br />

half of the <strong>corridor</strong> were also studied.<br />

Conclusions and recommendations from the <strong>study</strong> included:<br />

• Without a dedicated local funding source for public transit infrastructure, it will be difficult<br />

to develop a stable transit program that will sustain growth.<br />
