adverse human health and environmental effect on minority and low-income populations.<br />

Alternative transportation improvements should not adversely impact such groups<br />

disproportionately. Moreover, an array of alternatives should be developed which provide<br />

transportation service to all groups.<br />

ADOT has issued the document, Guidance on Title VI and Environmental Justice, to provide<br />

information on ensuring that Title VI and Environmental Justice factors are considered in project<br />

development, Environmental Assessments, and Environmental Impact Statements. Although the<br />

document is for projects in the development and environmental stages, the general approach<br />

outlined in the document is used here to identify related issues for potential projects analyzed in<br />

the planning process.<br />

Demographic data from the 2000 Census was used to screen the populations of each jurisdiction<br />

within the SR <strong>77</strong> <strong>corridor</strong> and identify those areas with high minority, low income, disabled and<br />

elderly (over the age of 65) populations. Data indicating which portions of the <strong>corridor</strong> <strong>study</strong><br />

area aggregated by census block groups exceed the PAG region averages for each category are<br />

graphically presented in Exhibits 3-4 through 3-7.<br />

Many communities within the SR <strong>77</strong> <strong>corridor</strong> have high populations of minorities living below<br />

the average regional low-income level. Furthermore, many of these areas have high populations<br />

of elderly persons. Therefore, Title VI and Environmental Justice factors need to be considered<br />

for transportation projects within the <strong>corridor</strong>.<br />

Data on the number and percentage of elderly, disabled and low income persons are presented in<br />

Exhibit 3-8. Persons over the age of 65 were considered elderly. Data on the number and<br />

percentage of minorities in the <strong>corridor</strong> area are presented in Exhibits 3-9 and 3-10.<br />

Transportation improvement options, presented later in this document, and recommendations<br />

were screened for the possibility of disproportionately affecting minority, disabled, elderly<br />

and/or low-income populations. This is discussed in the evaluation of environmental issues and<br />

constraints for the recommended projects.<br />
