Eligible Partnerships of Title II of No Child Left Behind
– Higher Education – Program that focuses on equipping
teachers and principals. This is a competitive program
administered by the Division of Program Services in the
Bureau of Postsecondary Services, Office of Postsecondary and
Higher Education.

include: (i) A private or state institution
of higher education and the division of
the institution that prepares teachers and
principals; (ii) A school of arts and sciences;
and (iii) A high-need local educational
agency.

PA – PACT
A Consolidated Application for Funding under the Accountability Block
Grant, Educational Assistance Program and the Accountability to
Commonwealth Taxpayers programs
The Pennsylvania Department of Education is supporting
schools and districts in reaching the goal of 100 percent
proficiency through the establishment of the Pennsylvania
Pact (PA-Pact). PA-Pact provides resources for schools and
districts to invest in proven practices that will ensure that all
students achieve greater academic success. Through PA-Pact,
school districts create a single application for up to three
separate funding sources:
• The Accountability Block Grant (ABG): Provide school
districts with financial assistance to implement effective
educational practices and initiatives to improve student
achievement. Grant categories: pre-kindergarten and
kindergarten; social and health services; tutoring assistance;
academic performance of subgroups; science and appliedknowledge;
professional education; literacy and math
coaching; incentives for certified teachers; research based
improvement strategies.
• The Educational Assistance Program (EAP), and
• The Accountability to Commonwealth Taxpayers (ACT) –
a school district’s increase above the annual inflation index
of the Basic Education Funding under Section 2502.49
