The proportion of a HACC agencies that submitted data for the year varied between jurisdictions and
actual service levels may be higher than stated.
The HACC Target Population is people in the Australian community who, without basic maintenance and
support services provided under the scope of the HACC Program, would be at risk of premature or
inappropriate long term residential care, including older and frail people with moderate, severe or
profound disabilities; and their unpaid carers. The HACC Target Population is estimated by applying the
proportion of people in households with moderate, severe or profound disability as reported in the ABS
2003 Survey of Disability, Ageing and Carers to the ABS Preliminary Population Projections 2006–2026
(unpublished).
Assistance amounts for clients with unknown location have been apportioned across remoteness
categories using the proportion of total assistance for each remoteness category.
Validation processes for the Victorian Data Repository and the HACC MDS differ and actual service
levels may be up to 5 per cent higher or lower than stated. In the case of Respite Care, the Victorian
Data Repository recorded service levels 50 per cent higher than stated.
WA service volumes for Social Support are under represented by 3-4 per cent due to a processing error.
