Data Element #3:<br />

Have healthcare recovery needs been identified<br />

and prioritized based on those potential impacts<br />

resulting from the HVA?<br />

Technical Assistance Guidance:<br />

There may be insufficient resources to address<br />

all the member’s short-term recovery needs, so<br />

the HCC as a group must decide the cutoff for<br />

working on its collective priorities.<br />

To score a ‘Yes’ for this data element:<br />

• Each HCO is expected to initially identify and<br />

prioritize recovery needs specific to its own<br />

organization.<br />

• In coordination with the State and essential<br />

partner memberships, the HCC is expected<br />

to identify, roll-up and prioritize regional or<br />

systemic healthcare recovery needs based<br />

on its members’ priority needs.<br />

Data Element #4:<br />

Does the HCC ensure that its hospitals and other<br />

HCOs are integrated in the jurisdiction’s<br />

Emergency Operations Plan that is intended to<br />

meet prioritized essential healthcare recovery<br />

needs?<br />

Technical Assistance Guidance:<br />

The HCC ensures that its member HCOs develop,<br />

employ, and evaluate processes to identify<br />

recovery processes within Emergency<br />

Operations Plans in order to assist if available<br />

and requested to meet healthcare recovery<br />

needs.<br />

Data Element #5:<br />

Has the HCC, its hospitals, and other HCO<br />

members implemented AND tested plans and<br />

processes for continuing and sustaining<br />

operations (e.g., hardening facilities), within the<br />

past three years?<br />

Technical Assistance Guidance:<br />

In order to answer ‘Yes’ indicating a positive<br />

result for this data element, the HCC and its<br />

HCOs must have:<br />

• Implemented plans and process that<br />

address maintenance of essential services<br />

and supplies, and primary access to utilities<br />

(e.g. power and water).<br />

• The plans must be consistent with the HCC’s<br />

list of prioritized needs.<br />

• These plans and processes must be<br />

implemented in the time frames and at the<br />

level of completion specified in the HCC’s<br />

plans.<br />

• The plans and processes must be tested<br />

within the past 3 years.<br />

Data Element #6:<br />

Does the HCC coordinate with each of its<br />

member hospitals and other HCOs to enhance<br />

member support in planning for continuity of<br />

operations plans?<br />

Technical Assistance Guidance:<br />

In order to answer "‘Yes’ indicating a positive<br />

result for this data element, 100% of HCC<br />

members are expected to have plans and<br />

systems in place that include at least:<br />

1) Plans to mitigate against:<br />

• Power outage<br />

• Water outage<br />

• Telephone, cell phone, or internet<br />

outage;<br />

2) Procedures for the following during<br />

response and recovery:<br />
