How is the measure calculated?<br />

Numerator:<br />

Number of volunteers deployed to support a<br />

public health or medical incident within the<br />

requested timeframe.<br />

Denominator:<br />

Number of volunteers requested to deploy in<br />

support of a public health or medical incident<br />

within the requested timeframe.<br />

Why is this measure important?<br />

The immediate intent of this measure is to assess<br />

the timeliness of implementing key stages of<br />

volunteer management — from receipt of<br />

request, to activation of volunteers, to<br />

deployment — in order to determine key<br />

bottlenecks and chokepoints which inhibit timely<br />

deployment of volunteers.<br />

The broader programmatic intent of this measure<br />

is to ensure that the health or medical lead meets<br />

requests for volunteers in a timely manner.<br />

This measure is NOT intended to assess routine or<br />

day-to-day volunteer activities in healthcare<br />

organizations.<br />

What other requirements are there<br />

for reporting measure data?<br />

• Reporting for this measure is required for all<br />

awardees.<br />

• Reporting for this measure is required<br />

annually.<br />

• Reporting for this measure is required at midyear<br />

and end-of-year for BP 1.<br />

• Awardees may report the numerator and<br />

denominator of this measure by incident,<br />

planned event or exercise at the State, substate<br />

regional or local level.<br />

• For the purposes of reporting, awardees<br />

should include at least two incidents,<br />

exercises, or planned events. Across all<br />

incidents, exercises, or planned events<br />

reported, <strong>HPP</strong> and PHEP Volunteer<br />

Management capabilities must each be<br />

utilized or demonstrated at least once.<br />
