Data Element #2:<br />
Has the HCC defined data usage and access<br />
policies for the EEI data?<br />
Technical Assistance Guidance:<br />
The HCC must coordinate with its HCOs, the<br />
State government, and the local government to<br />
address the following:<br />
• Participants authorized to receive and share<br />
data<br />
• Data use and re-release parameters<br />
• Data Protection<br />
• Legal, statutory, privacy, and intellectual<br />
property<br />
• Information System Security<br />
Data Element #3:<br />
Does the HCC have redundant systems and<br />
processes in place to electronically send and<br />
receive the EEI data?<br />
Technical Assistance Guidance:<br />
The HCC does not have to be the owner of the<br />
systems; the systems have to be operational in<br />
the HCC's geographic region, and its members<br />
must have the ability to share data electronically<br />
across the HCC.<br />
The secondary system is not required to be<br />
electronic but there has to be a redundant<br />
system in place.<br />
Data Element #4:<br />
Can the HCC share basic epidemiological and/or<br />
clinical data with relevant local health<br />
departments?<br />
Technical Assistance Guidance:<br />
The HCC's role is to facilitate communication of<br />
authorized data between its HCOs and the local<br />
health department.<br />
The HCC's role is to ensure that its HCOs have<br />
access to authorized and available data and<br />
ensure that its HCOs have protocols for sharing<br />
data.<br />
Hospitals in an HCC are expected to share case<br />
info for reportable diseases, share sentinel lab<br />
data and be as integrated as possible into the<br />
local Health Alert Network (HAN) or equivalent,<br />
consistent with Capability 3 Function 3.<br />
Data Element #5:<br />
Are the HCC members able to report the<br />
identified EEIs electronically within the<br />
timeframe requested as evidenced by<br />
performance during exercises or events?<br />
Technical Assistance Guidance:<br />
Although the <strong>HPP</strong> FOA requires that all hospitals<br />
and HCCs participate in at least one regional or<br />
statewide exercise over the 5-year grant period,<br />
an HCC must identify each year whether the<br />
HCC and its members have participated in an<br />
exercise or an event. The HCC is strongly<br />
encouraged to participate in a yearly exercise or<br />
event if the opportunity arises. If there was no<br />
event or exercise, it must score ‘No’ because of<br />
no opportunity.<br />
The HCC does not have to be the lead organizer,<br />
but the HCC must participate as an operational<br />
entity.<br />
