Technical Assistance Guidance:<br />

The phrase “successfully” tested as used in Data<br />

Element #4 refers to meeting the objectives<br />

specified in the drill or exercise.<br />

Volunteers must actually deploy for the exercise.<br />

Although the <strong>HPP</strong> FOA requires that all hospitals<br />

and HCCs participate in at least one regional or<br />

statewide exercise over the 5-year grant period,<br />

an HCC must identify each year whether the HCC<br />

and its members have participated in an exercise<br />

or an event. The HCC is strongly encouraged to<br />

participate in a yearly exercise or event if the<br />

opportunity arises. If there was no event or<br />

exercise, it must score ‘No’ because of no<br />

opportunity.<br />

The HCC does not have to be the lead organizer,<br />

but the HCC must participate as an operational<br />

entity.<br />

Data Element #5:<br />

Has the HCC successfully implemented “lessons<br />

learned” and corrective action from this exercise<br />

or event within the past year?<br />

Technical Assistance Guidance:<br />

The phrase “successfully” implemented as used in<br />

Data Element #5 refers to meeting the objectives<br />

specified in the drill or exercise.<br />

To score a ‘Yes’ for this data element, the HCC<br />

must have fully completed the outstanding<br />

corrective actions from its formal AAR and any<br />

other "lessons learned" that were due to be<br />

completed during the reporting period, within the<br />

time frames and at the level of correction and<br />

completion, specified by the HCC.<br />

If there was no event or exercise, it must score<br />

‘No’ because of no opportunity.<br />

Putting the pieces together<br />

• Identify points of contact for local volunteer<br />

coordination.<br />

• Describe HCC rights, roles, and access to an<br />

electronic registration system for recording<br />

and managing volunteer information.<br />

• Describe coordination activities with the State<br />

and HCC members to develop plans,<br />

processes and procedures to manage<br />

volunteers.<br />

• Evaluate the HCC s plans, processes and<br />

procedures for managing volunteers through<br />

tests and exercises.<br />

• Identify and implement needed corrective<br />

actions resulting from tests and exercises that<br />

evaluate the HCC’s plans, processes and<br />

procedures for managing volunteers.<br />

Volunteer Management<br />

It is the expectation that the HCC will be<br />

participating in regional exercises. As such, the<br />

HCC is responsible for successfully coordinating<br />

and identifying all issues and is expected to<br />

address all identified issues for which the HCC and<br />

its HCOs have control.<br />

The HCC and its HCOs are expected to establish<br />

realistic, measureable, and time-specific<br />

resolutions to mitigate items identified as part of<br />

the corrective actions. All corrective actions must<br />

be assigned a targeted completion date.<br />
