<strong>HPP</strong> 10.1<br />

HCC and its members have participated in an<br />

exercise or an event. The HCC is strongly<br />

encouraged to participate in a yearly exercise or<br />

event if the opportunity arises. If there was no<br />

event or exercise, it must score ‘No’ because of<br />

no opportunity.<br />

The HCC does not have to be the lead organizer,<br />

but the HCC must participate as an operational<br />

entity.<br />

Data Element #6:<br />

Does the HCC have the ability to communicate<br />

and coordinate support to its member<br />

organizations so that members can perform<br />

surge functions and coordinate distribution of<br />

resources to support those functions?<br />

Technical Assistance Guidance:<br />

Surge Functions are expected to include but not<br />

be limited to:<br />

• Registration and Triage?<br />

• Emergency or Evaluation Services?<br />

• Laboratory and Radiological Services?<br />

• Durable Equipment?<br />

• Pharmaceuticals?<br />

• Consumable Supplies?<br />

• Psychological Support?<br />

• Housekeeping?<br />

• Mortuary?<br />

• Nutrition?<br />

The HCC must have a process in place for<br />

receiving resource requests from its members<br />

and for locating resources to attempt to fill<br />

those requests.<br />

Other than for regional caches, it is not<br />

necessary that the HCC directly broker resource<br />

sharing. However it is necessary that the HCC be<br />

informed either before or after the fact that<br />

resources have been redistributed.<br />

Putting the pieces together<br />

• Describe HCC and member HCO surge plans.<br />

• Identify and describe written clinical<br />

practice guidelines for Crisis Standards of<br />

Care. Guidelines should apply to an incident<br />

across the continuum of care from<br />

conventional to crisis standards of care.<br />

These guidelines should be included in the<br />

HCC and member HCO surge plans.<br />

• Evaluate how effectively the HCC and its<br />

members are able to demonstrate<br />

coordinated mechanisms to deliver<br />

appropriate levels of care to all patients and<br />

provide no less than 20% immediate bed<br />

availability of HCC members staffed hospital<br />

beds within 4 hours of a disaster.<br />

• Identify and implement needed corrective<br />

actions resulting from tests and exercises<br />

that evaluate the HCC’s ability to<br />

demonstrate coordinated mechanisms to<br />

deliver appropriate levels of care to all a<br />

patients.<br />

• Evaluate the HCC’s ability to communicate<br />

regional healthcare surge status through<br />

tests and exercises.<br />

• Evaluate the HCC’s ability to expand its<br />

coalition-wide surge capacity according to<br />

the scope and magnitude of the incident<br />

through tests and exercises.<br />

• Describe HCC’s process and systems in place<br />

to communicate and coordinate support to<br />

its member organizations.<br />
