Technical Assistance Guidance:<br />
All of the processes associated with Fatality<br />
Management for the jurisdictions within its<br />
defined geographic regions must be written<br />
down.<br />
The HCC plan must identify all HCC member<br />
organizations that have any assigned roles or<br />
responsibilities in these processes.<br />
Any resources required for Fatality Management<br />
(FM) systems used in the FM process must be<br />
operational, with all components in place.<br />
Data Element #3:<br />
Has the HCC established systems and processes<br />
to manage a surge of concerned citizens<br />
requesting information about missing family<br />
members, including how to contact the<br />
responsible agency for family support, and<br />
protocols to ensure its HCOs can connect with<br />
family assistance and/or family reception<br />
centers?<br />

All of the processes associated with managing<br />
concerned citizens for the jurisdictions within its<br />
defined geographic regions must be written<br />
down.<br />
The HCC plan must identify all roles and<br />
responsibilities in these fatality management<br />
processes assigned to its member hospitals,<br />
HCOs and governmental agencies.<br />
Data Element #4:<br />
Has the HCC successfully tested its systems and<br />
processes for managing mass fatalities during an<br />
exercise or event? Has this taken place within<br />
the past year?<br />
Technical Assistance Guidance:<br />
In order to respond that FM systems and<br />
processes were 'successfully tested', the test<br />
must have:<br />
• Included triggering of each critical pathway<br />
defined in the FM plan for the HCC that is<br />
appropriate to the test design.<br />
• Touched every system referenced by the<br />
process for those critical pathways.<br />
• Included all key players having roles<br />
essential to the completion of FM processes.<br />
• Although the <strong>HPP</strong> FOA requires that all<br />
hospitals and HCCs participate in at least<br />
one regional or statewide exercise over the<br />
5-year grant period, an HCC must identify<br />
each year whether the HCC and its members<br />
have participated in an exercise or an event.<br />
The HCC is strongly encouraged to<br />
participate in a yearly exercise or event if<br />
the opportunity arises. If there was no event<br />
or exercise, it must score ‘No’ because of no<br />
opportunity.<br />
• The HCC does not have to be the lead<br />
organizer, but the HCC must participate<br />
as an operational entity.<br />
Data Element #5:<br />
Has the HCC successfully implemented “lessons<br />
learned” and corrective action from this exercise<br />
or event within the past year?<br />
Technical Assistance Guidance:<br />
The phrase “successfully” implemented as used<br />
in Data Element #5 refers to meeting the<br />
objectives specified in the drill or exercise.<br />
It is an expectation that the HCC will be<br />
participating in regional exercises. As such, the<br />
HCC is responsible for successfully coordinating<br />
and identifying all issues and is expected to<br />
address all identified issues for which the HCC<br />
and its HCOs have control.<br />
