schools in Hoechst have initiated, with <strong>the</strong> assistance<br />
by MANDIE, “School Workshops <strong>for</strong> Urbanity”,<br />
resulting in a website designated <strong>for</strong><br />
local students (www.myhoechst.de). The same<br />
students have developed utilisation concepts<br />
<strong>for</strong> areas where <strong>the</strong>y can meet, which is going<br />
to be implemented in 2011.<br />
The long discussed new facade design of <strong>the</strong><br />
so called “Kulturbunker” (a World War II relic)<br />
through monochrome streetart motives of European<br />
graffiti artists, was prepared and facilitated<br />
by MANDIE and supported by external<br />
donors. Subsequently, <strong>the</strong> role of <strong>the</strong> district<br />
manager also extended to identification of a<br />
suitable site <strong>for</strong> mobile homes, private energy<br />
contracting, <strong>for</strong>ming in<strong>for</strong>mal structures in support<br />
of <strong>the</strong> medieval Bolongaro Street which led<br />
to <strong>the</strong> designation of a medieval “castle area”.<br />
In <strong>the</strong> castle area, residents have concluded a<br />
neighbourhood agreement outlining <strong>the</strong>ir future<br />
strategies. Tourism promotion shall be fur<strong>the</strong>red<br />
by <strong>the</strong> establishment of a tourist in<strong>for</strong>-<br />

Area<br />
The district of Wehringhausen is located to <strong>the</strong><br />
southwest of <strong>the</strong> city centre of Hagen; covering<br />
an area of 5.6 km², counting 14,700 inhabitants<br />
in 2010.<br />
The settlement started in <strong>the</strong> valley along <strong>the</strong><br />
river Ennepe and, from 1880 onwards, spread<br />
considerably up <strong>the</strong> hills. The water powered<br />

The district manager can meaningfully interface<br />
existing municipal structures and local initiatives<br />
and be <strong>the</strong> facilitator of potential new<br />
investment.<br />
Financing, however, is only possible through<br />
public money, as commercial fees will not be<br />
accepted by private and institutional property<br />
owners.<br />
