various measures have to be found and<br />
tested to stop <strong>the</strong> decline and to bring about<br />
an upswing.<br />
Initial Situation<br />
The central part of Wehringhausen consists of<br />
a 600 m section with shops and facilities along<br />
Lange Strasse as well as an adjacent square<br />
(Wilhelmsplatz) of about 30 x 50 m.<br />
Although <strong>the</strong> square itself is not very attractive<br />
and used as a parking space, it is <strong>the</strong> central<br />
meeting place and hosts <strong>the</strong> weekly market<br />
that is well used and frequented by <strong>the</strong> inhabitants.<br />

Some of <strong>the</strong> retailers and service providers of<br />
<strong>the</strong> district had <strong>for</strong>med a community of interest<br />
that has been trans<strong>for</strong>med into <strong>the</strong> association<br />
“Wir in Wehringhausen e.V.”.<br />
They promote <strong>the</strong>ir businesses and initiate<br />
measures and events to increase <strong>the</strong> attractiveness<br />
of <strong>the</strong> district.<br />
Analysis<br />
The shop sizes along Lange Strasse and around<br />
Wilhelmsplatz are limited and do not comply<br />
with <strong>the</strong> standards of larger retail stores or<br />
chains. So far, <strong>the</strong>re is no possibility to establish<br />
a larger store of 800 m² that would attract<br />
more people to stay within <strong>the</strong> district <strong>for</strong> shopping.<br />
On <strong>the</strong> o<strong>the</strong>r hand, some specialised retailers<br />
are well-established and attract people<br />
from <strong>the</strong> district as well as from <strong>the</strong> surrounding<br />
areas. Some of <strong>the</strong> small shop units have remained<br />
vacant <strong>for</strong> years and contribute to <strong>the</strong><br />
negative image and picture of decline.<br />
One of <strong>the</strong> most important aspects <strong>for</strong> a vital,<br />
sustainable district is that <strong>the</strong>re is sufficient<br />
supply of food and everyday necessities within<br />
