3.3.5 Bury Metropolitan Borough Council<br />
Area<br />
Bury Council is a Metropolitan Borough which<br />
comprises of six distinct townships of Whitefield,<br />
Radcliffe, Prestwich, Ramsbottom, Tottington<br />
and Bury. Bury is <strong>the</strong> central district<br />
where <strong>the</strong> Local Government administrative<br />
function is based.<br />
Bury is part of <strong>the</strong> Greater Manchester City Region<br />
which comprises of ten local authorities<br />
who work toge<strong>the</strong>r to drive <strong>for</strong>ward <strong>the</strong> economic<br />
activity of <strong>the</strong> city region that, since <strong>the</strong><br />
1970s, has suffered from economic decline in<br />
manufacturing.<br />
Initial Situation and Cause<br />
Bury is in direct competition with neighbouring<br />
towns and cities to attract investment and visitors<br />
to <strong>the</strong> district centres. There<strong>for</strong>e, Bury had<br />
to position itself on <strong>the</strong> regional market. Although<br />
“Bury market” (an open air market <strong>for</strong><br />
regional products, mainly food) is a national<br />
attraction that draws visitors from across <strong>the</strong><br />
north of England, o<strong>the</strong>r parts of <strong>the</strong> town centre<br />
were in poor shape (vacancies, limited offers,<br />
negative perception).<br />
In 1988, it became clear that a major, new<br />
mixed-use development with retail and leisure<br />
facilities could be attracted to Bury town centre<br />
(“The Rock”, £ 350 million/390 million Euro<br />
investment). This dramatic change – <strong>the</strong> Rock<br />
was <strong>the</strong> only major retail development that<br />
opened its doors <strong>for</strong> business in 2010 in <strong>the</strong><br />
