Draft Asset Management Strategy<br />

Elements <strong>of</strong> Integrated Planning Framework<br />

PURPOSE<br />

1. To consider the adoption <strong>of</strong> the “Asset Management Strategy 2013-2017”<br />

(Attachment 1). The Asset Management Strategy (“AMS”) sets the essential<br />

strategies and guidelines for the implementation <strong>of</strong> consistent and sustainable<br />

asset management processes.<br />

BACKGROUND<br />

2. Section 5.56 <strong>of</strong> the Local Government Act 1995 and the Local Government<br />

(Administration) Regulations 1996 now require local governments to<br />

implement the Integrated Planning Framework (“IPF”). These requirements<br />

are shown schematically in (Attachment 2).<br />

3. Key elements <strong>of</strong> the IPF include a Strategic Community Plan and a Corporate<br />

Business Plan.<br />

4. Asset Management information is one <strong>of</strong> the informing strategies that link to<br />

the Strategic Community and Corporate Business Plans. The AMS is a critical<br />

part <strong>of</strong> the IPF and has been developed in accordance with the <strong>Shire</strong>’s Asset<br />

Management Policy.<br />

5. The elements <strong>of</strong> the IPF, detailing the hierarchical alignment <strong>of</strong> the AMS are<br />

illustrated in (Attachment 3).<br />

DETAILS<br />

6. The AMS explains current and future asset management practices, condition <strong>of</strong><br />

assets and resource requirements. It also illustrates a set <strong>of</strong> strategic actions,<br />

responsibilities <strong>of</strong> business units and timelines to achieve advanced asset<br />

management practices in the <strong>Shire</strong>.<br />

7. The Strategy has been aligned with National Asset Management Assessment<br />

Framework (“NAMAF”) and Asset Management Framework and Guidelines for<br />

Western Australian Local Governments.<br />
