• a draft Decision (Annex 7) directing range States
that have listed a species in Appendix III with
Annotation #1 to evaluate the use of that annotation
and replace it with Annotation #4, unless it
can be demonstrated that Annotation #1 presents
an advantage; and
• draft Decisions (Annex 8) directing the SC to
establish a WG on annotations, along with terms of
reference and membership.
• Recommends that the CoP agree to retain Decision
15.35 and adopt a revision of Decision 14.148 (Rev.
CoP15) (Annex 9) that, inter alia, directs the SC and
PC to consider amendments to the present annotations
for tree species.

• Decision 14.134 (Rev. CoP15) directs PC to assess
possible problems arising from the annotation to
Orchidaceae spp. included in Appendix II and report
to CoP16.
• Decision 15.34 directs PC to continue to review the
trade in Aloe spp., Cactaceae spp., Cyclamen spp.,
Galanthus spp., Gonystylus spp., Orchidaceae spp.
and Prunus africana to determine whether additional
finished products should be exempted by amending
relevant annotations for these species and report to
CoP16.
• Decision 15.31 directs PC to prepare clarification and
guidance on “packaged and ready for retail trade”
and other terms used in the Annotations and report
to CoP16.
• Prepared by PC Chair.
• Reports that, Regarding Decision 14.134, PC agreed,
inter alia, that no further exemption of orchid hybrids
should be taken into consideration for the time being
and that the Decision has been completed.
• Regarding Decision 15.34, provides a draft Decision
(Annex) that directs PC to conclude its review of the
trade in Appendix-II Orchidaceae spp. to determine
whether additional finished products should be
exempted by amending the annotation for this taxon
(Annotation #4).
• Regarding Decision 15.31, invites CoP to adopt definitions
provided for “powder”, “wood chip”, and “finished
product packaged and ready for retail trade”.
