7.3.5 Fee Concession to Prioritized Groups<br />

During <strong>2010</strong>-<strong>11</strong>, subsidy aggregating to Rs. 722.04<br />

lakh was given in the form <strong>of</strong> concessions in admission<br />

fee to the students belonging to weaker sections <strong>of</strong><br />

society comprising women, scheduled castes,<br />

scheduled tribes, ex-servicemen and handicapped.<br />

This subsidy was solely met from NIOS generated<br />

funds. <strong>The</strong> number <strong>of</strong> beneficiaries availing subsidy<br />

during the year was 2,01,599 [SCs; 57420, STs;<br />

33,512, Ex-Servicemen; 205, Handicapped; 1895,<br />

Women; 1,08,567 (excluding SC/ST Women)].<br />

<strong>The</strong> rates <strong>of</strong> subsidy ranged between Rs. 250 to Rs.<br />

450 per student depending on the courses <strong>of</strong> study<br />

and gender. A diagrammatic presentation <strong>of</strong> year wise<br />

subsidies given from 1999-2000 to <strong>2010</strong>-<strong>11</strong> is at<br />

Annexure –V.<br />

7.3.6 Important Activities<br />

During the year <strong>2010</strong>-<strong>11</strong>:<br />

In order to comply with accrual system <strong>of</strong><br />

accounting, depreciation was charged on Fixed<br />

Assets <strong>of</strong> NIOS.<br />

Efficient management <strong>of</strong> working capital was<br />

effected with the help <strong>of</strong> cash flow and fund flow<br />

statement.<br />

Effective control was exercised on fixed assets<br />

by way <strong>of</strong> preparing fixed assets schedule in<br />

proper pr<strong>of</strong>orma.<br />

Separate Balance sheet, Income & Expenditure<br />

A/c and Receipt & Payment A/c have been<br />

prepared in respect <strong>of</strong> GPF & Pension Fund.<br />

<strong>The</strong> annual accounts <strong>of</strong> NIOS were prepared<br />

on accrual basis, in uniform format as applicable<br />

to all central autonomous bodies and prescribed<br />

by the Ministry <strong>of</strong> Finance, Government <strong>of</strong> India.<br />

<strong>The</strong> computerization <strong>of</strong> Accounts in all the<br />

Regional Centres <strong>of</strong> NIOS was adopted and<br />

the monthly accounts <strong>of</strong> all Regional Centres are<br />

being prepared in Tally 9.0 version.<br />

Synchronization <strong>of</strong> Tally data <strong>of</strong> all Regional<br />

Centres will be introduced in 20<strong>11</strong>-12.<br />

<strong>The</strong> certification audit <strong>of</strong> accounts <strong>of</strong> NIOS for<br />

the year 2009-10 was got conducted by<br />

DGACR from <strong>11</strong>-06-<strong>2010</strong> to 25-06-<strong>2010</strong>.<br />

Audit certification <strong>of</strong> <strong>Annual</strong> Accounts for the<br />

year 2009-10 which was obtained from<br />

DGACR has already been laid in the Parliament<br />

by the MHRD.<br />

A training programme on Tally package &<br />

Accounting System was held on 10 th & <strong>11</strong> th<br />

September <strong>2010</strong> at NIOS Hqrs.<br />

<strong>The</strong> funds generated by way <strong>of</strong> collection <strong>of</strong> admission<br />

and examination fees and sale <strong>of</strong> publications etc.<br />

during the year <strong>2010</strong>-20<strong>11</strong> were to the tune <strong>of</strong> Rs.<br />

9906.69 lakh as against Rs. 8935.91 lakh during<br />

2009-<strong>2010</strong>. <strong>The</strong> increase <strong>of</strong> 10.87% in the revenue<br />

was due to (a) increase in the number <strong>of</strong> students<br />

enrolled and increase in the number <strong>of</strong> students who<br />

appeared for examinations, (b) increase in receipt <strong>of</strong><br />

miscellaneous fee, and (c) receipt <strong>of</strong> interest on term<br />

deposit from bank. Income from interest earned by<br />

NIOS during <strong>2010</strong>-20<strong>11</strong> was Rs. <strong>11</strong>24.01 lakhs. <strong>The</strong><br />

trend <strong>of</strong> NIOS generated income from 1999-2000<br />

onwards is at Annexure-I.<br />

7.4 Printing Unit<br />

7.4.1 An Overview<br />

NIOS is one <strong>of</strong> the biggest government publishing<br />

house. In any distance mode <strong>of</strong> learning printed<br />

materials play a very important role. <strong>The</strong> timely printing<br />

and despatch is one <strong>of</strong> the important activity in NIOS.<br />

Printing Unit <strong>of</strong> NIOS print study materials from<br />

various printers and supply it to Material Distribution<br />

Unit at Rana Pratap Bagh, Delhi for further dispatch<br />

to the learners.<br />

NIOS prints learning materials <strong>of</strong> different subjects,<br />

courses, and in several mediums. Majority <strong>of</strong> the<br />

subjects have 2 to 3 or more volumes. During the<br />

year <strong>2010</strong>-<strong>11</strong>, NIOS printed approximately 46 lakh<br />

copies <strong>of</strong> Secondary, Senior Secondary and<br />

Vocational Education courses. Study materials in<br />

Hindi, English, Telugu, Marathi, Malayalam, Gujarati,<br />

Urdu and Oriya were printed. NIOS also printed and<br />

supplied study materials for the students <strong>of</strong> Rajasthan<br />

State <strong>Open</strong> School and Andhra Pradesh State <strong>Open</strong><br />

School.<br />

<strong>The</strong> expenditure incurred on paper and printing <strong>of</strong><br />

the instructional materials during <strong>2010</strong>-<strong>11</strong> was<br />

approx. Rs. 2035.12 lakhs.<br />

During <strong>2010</strong>-<strong>11</strong>, NIOS procured 60 gsm printing<br />

paper from M/s Hindustan Paper Mills, a Govt. <strong>of</strong><br />
