1.5 Evaluation and Assessment<br />

<strong>The</strong> NIOS has a unique system <strong>of</strong> evaluation and<br />

assessment where apart from two Public<br />

Examinations held in a year, there is the facility <strong>of</strong> On<br />

Demand Examination through which a student can<br />

take examination on any day <strong>of</strong> his/her choice. <strong>The</strong><br />

students are given the freedom to take examination in<br />

any number <strong>of</strong> subjects as per their preparedness.<br />

<strong>The</strong>y are also given the facility <strong>of</strong> credit accumulation.<br />

<strong>The</strong> facility <strong>of</strong> Transfer <strong>of</strong> Credit (TOC) from<br />

recognised boards is also available.<br />

<strong>The</strong> NIOS adopts various means to ensure quality<br />

and standards in the examination system right from<br />

setting <strong>of</strong> question papers to conduct <strong>of</strong> examination<br />

and evaluation procedure.<br />

During the year <strong>2010</strong>-<strong>11</strong>, 6,90,382 candidates<br />

appeared in the Academic and Vocational Education<br />

examinations. 3,25,339 candidates appeared for<br />

Secondary examination while 3,41,665 candidates<br />

appeared for Senior Secondary examination. 23,378<br />

candidates appeared for vocational education courses<br />

through 2088 examination centres. <strong>The</strong> April <strong>2010</strong><br />

and October <strong>2010</strong> examinations for academic courses<br />

were held in <strong>11</strong>97 and 894 examination centres<br />

respectively spread all over the country.<br />

During April <strong>2010</strong> a total number <strong>of</strong> 10,889<br />

candidates appeared in vocational examinations<br />

through 174 examination centres. 12,489 candidates<br />

appeared in October <strong>2010</strong> examinations through 167<br />

examination centres.<br />

During <strong>2010</strong>-<strong>11</strong>, NIOS decided to extend the On<br />

Demand Examination facilities to 12 Regional Centres<br />

and the Sub-centre at Vishakhapatnam. During <strong>2010</strong>-<br />

<strong>11</strong>, 12,341 candidates appeared for On Demand<br />

Examination, out <strong>of</strong> which 4,355 candidates were<br />

declared pass.<br />

NIOS has also introduced the facility <strong>of</strong> re-evaluation<br />

<strong>of</strong> answer scripts at Senior Secondary level, thus<br />

becoming the first <strong>National</strong> Board to do so.<br />

NIOS in collaboration with <strong>National</strong> Literacy Mission<br />

authorities conducted the assessment <strong>of</strong> neo-literates<br />

in two phases in the year <strong>2010</strong>-<strong>11</strong>. <strong>The</strong> first<br />

assessment was held on 20 August, <strong>2010</strong> and the<br />

second examination was held on 6 March, 20<strong>11</strong>.<br />

5,18,385 candidates appeared in the August<br />

assessment whereas 43,58,610 candidates took the<br />

examination in March 20<strong>11</strong>.<br />

1.6 Administration and Accounts<br />

An important Department, the Administration<br />

Department <strong>of</strong> NIOS lends its support to the<br />

functioning <strong>of</strong> all the Departments <strong>of</strong> NIOS.<br />

In the year under reporting’ eighteen positions were<br />

filled up through direct recruitments while<br />

appointments for another thirteen positions were made<br />

on deputation basis. Secretary, NIOS assumed<br />

charge on <strong>11</strong>.06.<strong>2010</strong>.<br />

4450 MTs <strong>of</strong> paper worth Rs. 17.7 crore was<br />

purchased besides other purchases <strong>of</strong> consumable<br />

and non consumable items as per the GFR – 2005.<br />

During the year <strong>2010</strong>-<strong>11</strong> income from fees were to<br />

the tune <strong>of</strong> Rs. 7980.93 lakhs and income from other<br />

sources were Rs. 1925.76 lakhs. <strong>The</strong> Non Plan<br />

expenditure during <strong>2010</strong>-<strong>11</strong> was 7198.19 lakhs while<br />

Plan expenditure was Rs. 819.03 lakhs. <strong>The</strong><br />

budgetary support to NIOS from MHRD during<br />

<strong>2010</strong>-<strong>11</strong> was Rs. <strong>11</strong>25.00 lakh under Plan only.<br />

Subsidy aggregating to Rs. 722.04 lakh was given in<br />

form <strong>of</strong> concessions in admission fee to the students<br />

belonging to weaker sections <strong>of</strong> society.<br />

NIOS printed approximately 46 lakh copies <strong>of</strong><br />

Academic and Vocational Education learning<br />

materials. Study materials in Regional mediums were<br />

also printed.<br />

In the year under review, learning materials were<br />

despatched to Stream I learners at their residential<br />

address, making a departure from the earlier practice<br />

<strong>of</strong> distribution through Study Centres or AIs, to ensure<br />

that learners get the study materials. Other learners<br />

received the study material on payment through<br />

Express Parcel Post (EPP). Study material was<br />

dispatched to more than 698 Accredited Vocational<br />

Institutions for distribution to learners.<br />

1.7 Information and Communication<br />

Technology<br />

<strong>The</strong> NIOS utilizes the Information and Communication<br />

Technology (ICT) optimally both to help learners in<br />

their learning process as also for maintaining database<br />

for various sub-systems such as admission and<br />

evaluation.<br />

During the year, the online admission was expanded<br />

and necessary modifications were made in the online<br />

application and data-base to handle 100% online<br />
