3.3 Accountability<br />
3.3.1 Each Region shall<br />
3.3.1.1 from time to time submit its Business and Development Plans<br />
to the Board or its nominated agent(s) for approval;<br />
3.3.1.2 keep accounts showing its income and expenditure against<br />
the budget set in its Business Plan, and a balance sheet;<br />
3.3.1.3 report annually to the Board, in such a form as it may from<br />
time to time require, on its:<br />
3.3.1.3.1 activities and any issues arising therefrom;<br />
3.3.1.3.2 financial statements;<br />
3.3.1.3.3 performance against its Development Plan.<br />
4 Standard constitutions and model rules<br />
4.1 Standard constitutions for Regions and clubs, and model rules for Sub-<br />
Regions, organisations, associations and bodies shall be issued and reviewed<br />
from time to time by the Board. <strong>The</strong>se shall embody the principles of:<br />
4.1.1 transparent financial accounting;<br />
4.1.2 a democratic system with clear roles and responsibilities and<br />
accountability;<br />
4.1.3 a fair and open disciplinary system for dealing with internal disciplinary<br />
matters, conforming with <strong>ASA</strong> Judicial Regulations 150 to 155<br />
inclusive.<br />
4.2 Each Region and club affiliated to the <strong>ASA</strong> shall issue rules and operate on the<br />
basis of a standard constitution appropriate to its status which:<br />
4.2.1 may contain mandatory provisions in respect of any parts of the<br />
governance and administration of the Region or club;<br />
4.2.2 may contain recommended provisions in respect of the other parts of<br />
the governance of and administration and any other matter<br />
appertaining to the Region or club.<br />
4.3 Each Sub-Region, organisation, association and body affiliated to the <strong>ASA</strong><br />
shall issue rules and operate on a basis which follows those model rules<br />
appropriate to its status and constraints.<br />
5 Affiliation and Membership<br />
5.1 <strong>The</strong> <strong>ASA</strong> shall comprise the following categories of affiliation:<br />
5.1.1 clubs affiliated to Regions;<br />
5.1.2 associated organisations affiliated to Regions;<br />
5.1.3 corporate organisations;<br />
5.1.4 associate associations;<br />
5.1.5 affiliated bodies;<br />
5.1.6 clubs, bodies, associations or organisations temporarily affiliated<br />
under the provisions of Regulation 56.<br />
5.2 <strong>The</strong> <strong>ASA</strong> shall comprise the following categories of membership:<br />
5.2.1 individual members of clubs which are affiliated to a Region and for<br />
whom the <strong>ASA</strong> Membership Fee has been paid;<br />
5.2.2 individual members of associated organisations affiliated to a Region<br />
and for whom the <strong>ASA</strong> Membership Fee has been paid;<br />
