emanate from a sub-committee shall be proposed by a member of that subcommittee.<br />

If the sub-committee member selected to propose the motion is<br />

not a member of Council the proposal shall be made formally from the Chair<br />

and immediately afterwards the sub-committee member shall be allowed to<br />

speak in support of the resolution.<br />

63.2 Any amendment shall be disposed of before another amendment is<br />

considered. <strong>The</strong> Chairman may accept, without notice, verbal amendments<br />

which do not affect substantially the nature of the proposal under discussion.<br />

63.3 Other than to ask for or to give information or to raise a point of order, no<br />

member of the Council may speak more than once in the debate on any<br />

proposal. <strong>The</strong> proposer of the resolution shall have the right to reply to<br />

points raised in the debate but he may not, in his reply, introduce any new<br />

matter. <strong>The</strong> mover of an amendment shall not have the right of reply. When<br />

the proposer has completed his reply, no further speaker shall be heard.<br />

63.4 A proposal to change the Laws of the <strong>ASA</strong> shall be carried only if at least<br />

two-thirds of those voting are in favour and shall become effective on 1st<br />

January following the Annual Council Meeting or on such other date as may<br />

be agreed by Council. All other proposals shall require only a simple<br />

majority of those members voting. Proxy voting shall not be permitted.<br />

63.5 <strong>ASA</strong> Law changes approved at a Special Meeting of the Council shall<br />

become effective on a date to be agreed at the Special Council Meeting.<br />

63.6 Re-numbering of <strong>ASA</strong> Laws and any consequential alterations shall be at the<br />

discretion of the Chief Executive of the <strong>ASA</strong>, in consultation with the Rules<br />

Committee.<br />

63.7 A motion of which due notice has not been given may not be discussed or<br />

voted on unless sanctioned by the Chairman and two-thirds of the members<br />

voting and provided that it does not involve a change to <strong>ASA</strong> Law.<br />

63.8 Voting on all motions or amendments shall be by a show of hands. <strong>The</strong><br />

‘home’ Region shall appoint not less than four tellers to assist in counting<br />

the votes.<br />

63.9 <strong>The</strong> Council meeting shall be open to the public but, except as provided in<br />

<strong>ASA</strong> Law 9, Regulation 63.1, or with the permission of the Chairman, nobody<br />

except a member of Council may take part in the business. <strong>The</strong> Council may,<br />

at anytime, decide to exclude the public.<br />

63.10 <strong>The</strong> Council may appoint a special committee to consider and report on any<br />

matter. It shall determine the number of members and decide the terms of<br />

reference<br />

64 Powers and Duties of the <strong>ASA</strong> Board<br />

64.1 <strong>The</strong> Chairman of the Board, if he is present, shall take the chair at all<br />

meetings of the Board. In his absence the meeting shall elect a chairman.<br />

<strong>The</strong> chairman shall have the right to vote on every motion, and in the event<br />

of an equal number of votes being recorded he shall have the casting vote.<br />

64.2 <strong>The</strong> Chief Executive of the <strong>ASA</strong> shall act as Secretary to the Board and shall<br />

summon at least four meetings each year, at such venues and time as may,<br />

in the opinion of the Board, be most convenient.<br />

64.3 <strong>The</strong> Chief Executive shall notify all those entitled to attend meetings of the<br />

Board giving at least seven days notice, stating where and when they will be<br />

held and sending the relevant papers and agenda.<br />

64.4 In particular the Board shall:<br />
