Constitutional Regulations<br />
66.5.1.7 assist the professional staff, members of the <strong>ASA</strong> and<br />
British <strong>Swimming</strong> Boards and other Committees<br />
responsible to the Boards (together “Relevant Persons”)<br />
to avoid impropriety, and to deal with matters relating to<br />
personal impropriety (alleged or perceived) by any<br />
Relevant Person in connection with all relevant matters;<br />
66.5.1.8 establish a culture where Relevant Persons bring relevant<br />
issues to the attention of the Audit and Probity Committee<br />
for consideration and to ensure there is a mechanism in<br />
place for them to do so;<br />
66.5.1.9 investigate relevant issues and determine whether any<br />
breakdown in formal procedures has occurred and report<br />
to the relevant Committee, Board or Council the outcome<br />
of its investigations and any recommended actions<br />
arising from those investigations;<br />
66.5.1.10 bring to the attention of the relevant Committee or Board<br />
at the earliest opportunity any evidence of ultra vires<br />
transactions or of improper acts, or other important<br />
matters.<br />
66.6 Reporting procedures<br />
66.6.1 <strong>The</strong> Committee shall submit the minutes of its meetings to both the<br />
<strong>ASA</strong> and British <strong>Swimming</strong> Boards for approval.<br />
66.6.2 <strong>The</strong> Committee may<br />
66.6.2.1 make such recommendations as it feels appropriate from<br />
time to time to the <strong>ASA</strong> Board and the British <strong>Swimming</strong><br />
Board;<br />
66.6.2.2 issue, under exceptional circumstances, an independent<br />
report to the <strong>ASA</strong> Council.<br />
67 Rules Committee<br />
67.1 Membership<br />
67.1.1 <strong>The</strong> committee may consist of the Committee Secretary and two<br />
persons, appointed by the Board.<br />
67.1.2 50% of those entitled to attend and vote shall form a quorum at any<br />
meeting.<br />
67.1.3 <strong>The</strong> committee may co-opt other persons, without the power to<br />
vote, if matters of a technical nature are to be discussed.<br />
67.2 <strong>The</strong> duties of the committee shall be to:<br />
67.2.1 advise the Board on all matters regarding the Laws, Regulations,<br />
Technical Rules and Championship/Competition Conditions of the<br />
Association to ensure uniformity of presentation, clarity, the<br />
absence of ambiguity and conformity of principle each with the<br />
other;<br />
67.2.2 review on behalf of the Board all proposals for new Laws,<br />
Regulations, Technical Rules, Conditions or changes to existing<br />
Laws, Technical Rules or Conditions to endeavour to ensure that<br />
they meet the criteria set out in Regulation 67.2.1;<br />
67.2.3 draft and submit to the Board for its approval in time for inclusion in<br />
the current year’s <strong>Handbook</strong> suitable wording for all changes to <strong>ASA</strong><br />
Laws decided in principle and intention by <strong>ASA</strong> Council;<br />
