60 Procedures for Council<br />

60.1 A proposal for consideration by the Council at its Annual Meeting, which does<br />

not embody a proposal to change <strong>ASA</strong> Laws, may be submitted:<br />

60.1.1 by the Board, in which case it must be included with the Annual Report<br />

and will be moved by the Chairman; or,<br />

60.1.2 by a Region, in which case it must be received by the Chief Executive<br />

not later than the 15th July immediately preceding the Annual Council<br />

Meeting, having been approved and confirmed by at least two-thirds<br />

of those present and voting at the Regional General Meeting or<br />

Management Board as each Region deems fit, in which case it must be<br />

included with the Annual Report; or,<br />

60.1.3 by a member of Council, supported by another member as a seconder, in<br />

which case it shall concern an item in the Annual Report or in the minutes<br />

of the Board or any of the committees appointed under Law 21 and shall<br />

reach the Chief Executive not later than 14 days prior to the meeting.<br />

Proposals in accordance with this Regulation 60.1.3 shall be sent to the<br />

members of Council not less than 7 days before the Annual Council<br />

Meeting.<br />

60.2 A proposal to change an <strong>ASA</strong> Law shall only be considered at the Annual<br />

Council Meeting if it has been distributed with the Annual Report, except as<br />

provided in Regulation 60.2.4, and has been:<br />

60.2.1 made by the Board at a meeting before 30th June and appears in the<br />

minutes of that meeting; or<br />

60.2.2 made by a committee appointed under Law 21 and appears in the<br />

minutes of that committee which have been approved by the Board<br />

before 30th June; or<br />

60.2.3 made by a Region and confirmed by at least two-thirds of those present<br />

and voting at a Regional Council or Regional Management Board, as<br />

each Region deems fit, and has reached the Chief Executive by 15th<br />

June; or<br />

60.2.4 made as a matter of urgency, approved by the Board, sent to delegates<br />

at least seven days before the meeting and approved as a suitable<br />

matter for consideration by Council by at least two-thirds of the<br />

delegates voting.<br />

60.3 A proposal to change an <strong>ASA</strong> Law shall only be considered at a Special Council<br />

Meeting if it has been:<br />

60.3.1 included in the resolution or request for the meeting;<br />

60.3.2 referred to the Board, unless emanating from it. <strong>The</strong> Board shall<br />

indicate its support or opposition and may propose amendments<br />

which shall be included on the agenda of the Council Meeting.<br />

60.4 An amendment to any proposal to change an <strong>ASA</strong> Law may be proposed by<br />

any member of Council, supported by another member as a seconder, and<br />

shall reach the Chief Executive 14 days prior to an Annual Council Meeting or<br />

21 days prior to a Special Council Meeting, as the case may be.<br />

A schedule of all such amendments shall be sent to delegates at least seven<br />

days before the Council Meeting at which they are to be considered.<br />

61 Council Chairman<br />

61.1 <strong>The</strong> Chairman at all meetings of the Council shall be the Chairman of the Board<br />

if he is present. In his absence the meeting shall elect a chairman. <strong>The</strong><br />

chairman shall have:<br />
