44. Starting in Year 2, the Project will be evaluated annually by independent local or international<br />

consultant firms with relevant experience in the evaluation <strong>of</strong> training programs, including the design and<br />

fielding <strong>of</strong> nationally representative surveys, and the statistical analysis <strong>of</strong> data derived from such<br />

surveys. The NPIU will be responsible <strong>for</strong> developing TORs <strong>for</strong> this activity, contracting the evaluation<br />

entity and supervising the work undertaken. The ToRs will be shared with the World Bank <strong>for</strong> its review,<br />

and “no objection.” Evaluation results will be used to: (i) track improvements in the employment and<br />

wage outcomes <strong>of</strong> ITI graduates; (ii) study institution-to-work transitions <strong>of</strong> trainees over a two-year<br />

period after graduation; (iii) give NCVT /CSTARI/ AHI continuous feedback from graduates on the<br />

relevance <strong>of</strong> training provided and areas <strong>for</strong> curriculum improvement; and (iv) evaluate the impacts <strong>of</strong><br />

institution-level re<strong>for</strong>ms and institutional upgradation on employment and earnings <strong>of</strong> graduates relative<br />

to a comparison group <strong>of</strong> trainees not benefiting from the Project, and as compared to their own pre-<br />

Project ITI baseline averages. In addition, thematic reviews/studies <strong>for</strong> identifying emerging sectors, skill<br />

mix requirements, and employer surveys will also be undertaken.<br />

III. Selection <strong>of</strong> States/UTs and Institutions<br />

45. The success <strong>of</strong> the Project depends critically on two conditions. Firstly, the States’ willingness to<br />

undertake the needed re<strong>for</strong>ms in institutional management, and secondly, the ability and willingness <strong>of</strong><br />

project institutions to implement their development plans by exercising the given autonomies through<br />

their IMCs. These two conditions make it necessary that the States be selected first, followed by the<br />

institutions they then sponsor.<br />

Eligibility <strong>of</strong> States/UTs<br />

46. States/UTs desirous <strong>of</strong> joining the Project shall submit their proposals in a prescribed <strong>for</strong>mat, stating<br />

the activities they plan to undertake under the Project. They shall also demonstrate their commitment and<br />

preparedness to meet the eligibility criteria <strong>for</strong> participation by signing an MoU with the DGE&T in the<br />

MoLE well be<strong>for</strong>e the institutional selection takes place. The eligibility criteria to be met and adhered to<br />

throughout Project life are:<br />

• Maintaining and ensuring active and effective industry participation in the State Council <strong>for</strong><br />

Vocational Training;<br />

• Establishing a State Steering Committee with significant participation from industry;<br />

• Establishing and maintaining a State Project Implementation Unit with adequate staff and financial<br />

and administrative autonomies to discharge its functions without frequently seeking approvals from<br />

State authorities;<br />

• Agreeing to constitute an Institute Management Committee (IMC), with significant participation from<br />

industry, <strong>for</strong> each ITI selected to participate in the Project, and granting the IMC sufficient autonomy<br />

to per<strong>for</strong>m its functions (as listed in the MoU given in the PIP);<br />

• Agreeing to grant financial and administrative powers to the Principals <strong>of</strong> Project ITIs (as stated in<br />

the MoU) to undertake procurement, refurbishment and maintenance activities as required <strong>for</strong> speedy<br />

project implementation;<br />

• Agreeing to ensure implementation <strong>of</strong> the recommendations made in the Environment Management<br />

Framework (EMF) and the Equity Assurance Plan (EAP) by each Project ITI;<br />

• Agreeing to fill all existing instructor and technical staff positions, and ensuring that instructor<br />

vacancies do not exceed 10 percent <strong>of</strong> respective sanctioned positions; and<br />

• Agreeing to sanction all additional positions required by each Project ITI in accordance with their<br />

respective Institutional Development Plans (IDPs).<br />
