adequate capital for a large firm <strong>and</strong> even for a small firm. If an <strong>in</strong>dividual owns a car<br />

<strong>and</strong> uses this car as a taxi, it means he is do<strong>in</strong>g a large bus<strong>in</strong>ess as measured by capital<br />

<strong>in</strong>vestment, because the average cost of a taxi <strong>in</strong> <strong>Myanmar</strong> is about 15 million kyat. The<br />

def<strong>in</strong>ition based on monetary value should be periodically amended; otherwise, it can<br />

lead to confusion 42 .<br />

For this reason, a work<strong>in</strong>g def<strong>in</strong>ition is used to def<strong>in</strong>e SME <strong>in</strong> this paper, as<br />

follows: “An SME is a bus<strong>in</strong>ess operat<strong>in</strong>g <strong>in</strong> private sector which employs up to 100<br />

workers. It may be operat<strong>in</strong>g <strong>in</strong> any bus<strong>in</strong>ess sett<strong>in</strong>g where ownership <strong>and</strong> control are<br />

not separated. However, it shall not be a subsidiary of any hold<strong>in</strong>g company or<br />

<strong>in</strong>stitution.” In this def<strong>in</strong>ition, it is estimated that more than 99 percent of all bus<strong>in</strong>ess<br />

establishments <strong>in</strong> the private sector will fall <strong>in</strong> this category. Therefore, f<strong>in</strong>anc<strong>in</strong>g SMEs<br />

<strong>in</strong> this context is almost synonymous with f<strong>in</strong>anc<strong>in</strong>g the private sector.<br />

5.2 SME Contributions to National Economy<br />

Accord<strong>in</strong>g to the official statistics released by the M<strong>in</strong>istry of Industrial (1) <strong>in</strong> 2004,<br />

there were 43,435 registered enterprise <strong>in</strong> <strong>Myanmar</strong>, of which small enterprises<br />

(between 10 <strong>and</strong> 50 workers) accounted for 78 percent; medium enterprises (between 51<br />

<strong>and</strong> 100 workers), 14.6 percent; <strong>and</strong> large enterprises (above 100 workers), 7.4 percent.<br />

Thus, the comb<strong>in</strong>ed SMEs represented 92.6 percent of total registered enterprises. This<br />

statistics also shows that SMEs contributed 80 percent of employment, 69 percent of<br />

output, <strong>and</strong> 68 percent of <strong>in</strong>vestment value <strong>in</strong> the country.<br />

When SMEs are classified by category, data from M<strong>in</strong>istry of National Plann<strong>in</strong>g<br />

<strong>and</strong> Economic Development <strong>in</strong> 2005 show the foodstuff <strong>in</strong>dustry as the number-one<br />

<strong>in</strong>dustry with 62.91 percent, followed by construction articles with 7.43 percent, <strong>and</strong><br />

cloth<strong>in</strong>g <strong>and</strong> wear<strong>in</strong>g apparel <strong>in</strong>dustries with 4.84 percent of total.<br />

Another source showed that private sector’s contribution to <strong>in</strong>dustrial enterprises<br />

<strong>in</strong> 2005-2006 was 92.36 percent 43 . SME contribution to private <strong>in</strong>dustries was 95.6<br />
