<strong>in</strong>adequate skill to prepare comprehensive <strong>and</strong> viable bus<strong>in</strong>ess plans are dem<strong>and</strong>-side<br />

problems com<strong>in</strong>g from SMEs. These can be regarded as dem<strong>and</strong>-side problems.<br />

Unfriendly <strong>and</strong> time-consum<strong>in</strong>g procedures to process loan applications that are strictly<br />

controlled by monetary authorities <strong>and</strong> failure to adopt flexible <strong>and</strong> modern credit<br />

assessment methods <strong>and</strong> techniques come from the supply side. Other systemic <strong>and</strong><br />

<strong>in</strong>stitutional issues, such as macroeconomic management <strong>and</strong> well-def<strong>in</strong>ed lend<strong>in</strong>g<br />

<strong>in</strong>frastructures, also affect the ability to f<strong>in</strong>ance SMEs <strong>in</strong> these countries.<br />

Hav<strong>in</strong>g recognized the problems <strong>and</strong> constra<strong>in</strong>ts <strong>in</strong> f<strong>in</strong>anc<strong>in</strong>g SMEs, ASEAN<br />

countries, especially Malaysia, Thail<strong>and</strong>, <strong>and</strong> Vietnam have implemented various policy<br />

measures to enhance credit availability for their SMEs. They attempt to reform their<br />

present system of f<strong>in</strong>anc<strong>in</strong>g <strong>in</strong> all aspects. S<strong>in</strong>gapore is significantly lead<strong>in</strong>g all other<br />

nations <strong>in</strong> the region <strong>in</strong> f<strong>in</strong>anc<strong>in</strong>g SMEs.<br />

The previously mentioned problems <strong>and</strong> constra<strong>in</strong>ts are more or less common <strong>in</strong><br />

all ASEAN countries. However, CLMV lag beh<strong>in</strong>d their counterparts <strong>in</strong> all aspects of<br />

lend<strong>in</strong>g <strong>in</strong>frastructures <strong>and</strong> <strong>in</strong>stitutional frameworks that pose significant barriers for<br />

effective f<strong>in</strong>anc<strong>in</strong>g. <strong>F<strong>in</strong>anc<strong>in</strong>g</strong> frameworks are extremely <strong>in</strong> short supply <strong>in</strong> CLMV<br />

economies. As a result, SMEs face <strong>in</strong>adequacy of fund<strong>in</strong>g sources even though their<br />

contribution to national economies is very impressive.<br />

Almost every research on SMEs <strong>in</strong>dicates f<strong>in</strong>anc<strong>in</strong>g as one of the top problems this<br />

sector is fac<strong>in</strong>g. Such f<strong>in</strong>anc<strong>in</strong>g problem retards SMEs competitiveness <strong>and</strong> further<br />

development.<br />

SMEs <strong>in</strong> <strong>Myanmar</strong> are not exempted from this situation. <strong>Myanmar</strong> has its own<br />

special f<strong>in</strong>anc<strong>in</strong>g problems, such as tight collateral requirement (only real estate),<br />

limitation of loan amount based on appraised value of collateral property (up to 40<br />

percent), unavailability of long-term loans from the banks, <strong>and</strong> lack of <strong>in</strong>ternational<br />

fund<strong>in</strong>g agencies that provide f<strong>in</strong>ancial assistance to SMEs. If <strong>Myanmar</strong> wants to set up<br />

a nationwide SME development program to sharpen the competitiveness of its<br />

<strong>in</strong>digenous SMEs <strong>and</strong> consequently narrow the development gap between <strong>Myanmar</strong><br />

<strong>and</strong> lead<strong>in</strong>g countries with<strong>in</strong> the ASEAN family, it has to address this serious f<strong>in</strong>anc<strong>in</strong>g<br />

issue first.<br />

This research is conducted with the follow<strong>in</strong>g objectives: (1) to discuss the role of<br />

SMEs <strong>in</strong> <strong>in</strong>dustrialization <strong>and</strong> economic development; (2) to present various problems<br />

<strong>and</strong> constra<strong>in</strong>ts that SMEs <strong>in</strong> <strong>Myanmar</strong> have to contend with; (3) to address the<br />

f<strong>in</strong>anc<strong>in</strong>g SMEs problems <strong>and</strong> their related causes; <strong>and</strong> (4) to propose ways to cope with<br />

these problems by offer<strong>in</strong>g suggestions that are relevant to <strong>Myanmar</strong> context.
