equired <strong>in</strong>formation to f<strong>in</strong>ancial <strong>in</strong>stitutions. Such k<strong>in</strong>d of central credit bureaus are<br />

non-existent <strong>in</strong> Cambodia, the Lao PDR, Brunei, <strong>and</strong> <strong>Myanmar</strong>. Databases on SMEs or<br />

<strong>in</strong>dustries ma<strong>in</strong>ta<strong>in</strong>ed by government agencies consist of just the number <strong>and</strong> raw data,<br />

like capital employed <strong>and</strong> number of workers. These are thus unreliable references<br />

when assess<strong>in</strong>g the creditworth<strong>in</strong>ess of a particular SME.<br />

Venture capitalists play active role <strong>in</strong> f<strong>in</strong>anc<strong>in</strong>g SMEs <strong>in</strong> the ASEAN-6, <strong>in</strong>clud<strong>in</strong>g<br />

Thail<strong>and</strong>, Malaysia, <strong>and</strong> the Philipp<strong>in</strong>es. The availability of venture capital <strong>in</strong> CLMV is<br />

limited. In <strong>Myanmar</strong>, venture capital is virtually non-existence. Mekong Capital Ltd<br />

undertakes venture capital activities <strong>in</strong> Vietnam, the Lao PDR, <strong>and</strong> Cambodia. In<br />

Vietnam, there is another venture capital, Vietnam Enterprise Investment Ltd (VEIL)<br />

managed by Dragon Ltd. These two venture capitals both aim to <strong>in</strong>vest <strong>in</strong> larger SMEs.<br />

As to the other credit facilities offered by banks to SMEs, trade credit, equipment<br />

leas<strong>in</strong>g, <strong>and</strong> factor<strong>in</strong>g are available <strong>in</strong> most ASEAN countries. In terms of the portfolio,<br />

term loan is the dom<strong>in</strong>ant facility offered to SMEs <strong>in</strong> ASEAN. It comprises 50 percent of<br />

all credit facilities <strong>in</strong> the Philipp<strong>in</strong>es, Malaysia, <strong>and</strong> Thail<strong>and</strong>, <strong>and</strong> 65 percent of SME<br />

loans <strong>in</strong> Vietnam banks 78 . Factor<strong>in</strong>g <strong>and</strong> leas<strong>in</strong>g are less- common facilities offered by<br />

banks to SMEs. Trade f<strong>in</strong>anc<strong>in</strong>g is more popular than factor<strong>in</strong>g <strong>in</strong> ASEAN countries. In<br />

<strong>Myanmar</strong>, banks offer only short-tem loans to SMEs <strong>and</strong> no other facilities such as<br />

trade credit, leas<strong>in</strong>g, factor<strong>in</strong>g, <strong>and</strong> revolv<strong>in</strong>g loans are available (see Table 6).<br />

Due to poor arrangements <strong>in</strong> formal sector f<strong>in</strong>anc<strong>in</strong>g, the <strong>in</strong>formal sector has<br />

become the ma<strong>in</strong> channel of credit for SMEs <strong>in</strong> CLMV. The <strong>in</strong>formal sector is made up of<br />

lenders from family <strong>and</strong> friends, sav<strong>in</strong>gs <strong>and</strong> credit associations, <strong>and</strong> money lenders<br />
