<strong>in</strong> systematic manner, nationwide <strong>and</strong> simple account<strong>in</strong>g st<strong>and</strong>ards for SMEs should be<br />

adopted by the government <strong>in</strong> conjunction with the account<strong>in</strong>g bodies <strong>in</strong> the nation. The<br />

exist<strong>in</strong>g sets of st<strong>and</strong>ards are rather difficult to meet for SMEs, s<strong>in</strong>ce many of them do<br />

not possess adequate knowledge or capacity. Therefore, a m<strong>in</strong>imum acceptable st<strong>and</strong>ard<br />

with simple format of account<strong>in</strong>g should be made available to the SME sector.<br />

8.2 Suggestions to improve dem<strong>and</strong>-side conditions<br />

Suggestions to improve dem<strong>and</strong>-side conditions are designed to directly deal with<br />

the problems <strong>in</strong> the dem<strong>and</strong> side, as discussed <strong>in</strong> section 6. Lack of qualified collaterals<br />

is an important impediment for many SME owners who want to access bank loans, s<strong>in</strong>ce<br />

banks <strong>in</strong> <strong>Myanmar</strong> make loans only on a collateral basis. Some bus<strong>in</strong>ess owners possess<br />

l<strong>and</strong> <strong>and</strong> build<strong>in</strong>gs that can be used as collateral, but they do not have the l<strong>and</strong> or<br />

build<strong>in</strong>g titles. In such case, the government could help by mak<strong>in</strong>g simple <strong>and</strong> easy the<br />

process of l<strong>and</strong> <strong>and</strong> build<strong>in</strong>g titl<strong>in</strong>g.<br />

Banks only grant loans that are between 30 percent <strong>and</strong> 40 percent of the value of<br />

collateral property—this is another constra<strong>in</strong>t for SMEs that want to avail loans. By<br />

us<strong>in</strong>g credit guarantees on loans to SMEs by government or trade associations like<br />

UMFCCI, the amount of credit grant based on the value of collateral property may be<br />

<strong>in</strong>creased. Concern<strong>in</strong>g with bank loan, one of the major problems is that SMEs can<br />

only access for short-term loans <strong>and</strong> that these loans need to be renewed annually. This<br />

makes high transaction cost <strong>and</strong> additional adm<strong>in</strong>istrative burden for SMEs. By<br />

allow<strong>in</strong>g private banks to implement their risk management system <strong>and</strong> to encourage<br />

them to grant medium- to long-term loans to SMEs <strong>and</strong> to diversify the services the<br />

offer, this problem could be reduced, if not totally elim<strong>in</strong>ated.<br />

Inadequate f<strong>in</strong>ancial record keep<strong>in</strong>g, the lack of ability to use account<strong>in</strong>g<br />

<strong>in</strong>formation <strong>and</strong> neglect<strong>in</strong>g the role of account<strong>in</strong>g <strong>and</strong> f<strong>in</strong>ancial <strong>in</strong>formation <strong>in</strong> bus<strong>in</strong>ess<br />

decision mak<strong>in</strong>g are some negative characteristics of SMEs <strong>in</strong> <strong>Myanmar</strong>. Some bus<strong>in</strong>ess<br />

owners deliberately hide or fail to keep proper account<strong>in</strong>g records for tax reasons. This<br />

leads to the problem of <strong>in</strong>formation asymmetry the bus<strong>in</strong>esses <strong>and</strong> banks.<br />

Banks have no chance to assess the soundness of a bus<strong>in</strong>ess <strong>and</strong> the quality of<br />

bus<strong>in</strong>ess governance that reflect on the proper account<strong>in</strong>g statements, which can serve<br />

as a partial substitute to collateral. To elim<strong>in</strong>ate this problem, bus<strong>in</strong>ess owners should<br />

be encouraged to use proper account<strong>in</strong>g records on their bus<strong>in</strong>ess transactions by<br />

educat<strong>in</strong>g them to know the benefit of account<strong>in</strong>g <strong>and</strong> f<strong>in</strong>ancial <strong>in</strong>formation, by giv<strong>in</strong>g<br />

them <strong>in</strong>centives such as tax holidays <strong>and</strong> easier access to bank loans, by offer<strong>in</strong>g<br />

account<strong>in</strong>g courses <strong>in</strong> the <strong>in</strong>dustrial zones, <strong>and</strong> by sett<strong>in</strong>g up simple SME account<strong>in</strong>g<br />

st<strong>and</strong>ards. These programs could be made by government agencies <strong>in</strong> conjunction with
