There are some additional lend<strong>in</strong>g programs sponsored by f<strong>in</strong>ancial <strong>in</strong>stitutions <strong>and</strong><br />

governments <strong>and</strong> which are designed to enhance SME f<strong>in</strong>anc<strong>in</strong>g requirement such as<br />

import trade f<strong>in</strong>anc<strong>in</strong>g, export trade f<strong>in</strong>anc<strong>in</strong>g, credit guarantees, government subsidies,<br />

venture capital, <strong>and</strong> securitization of loans. Although most of these methods orig<strong>in</strong>ated<br />

from the United States <strong>and</strong> other Western countries, they are widely used <strong>in</strong> Asia <strong>and</strong><br />

some ASEAN countries like Japan, S<strong>in</strong>gapore, <strong>and</strong> Malaysia. The five<br />

transactional-based lend<strong>in</strong>g technologies <strong>in</strong>volve f<strong>in</strong>ancial statement lend<strong>in</strong>g, small<br />

bus<strong>in</strong>ess credit scor<strong>in</strong>g, asset-based (collateral-based) lend<strong>in</strong>g, factor<strong>in</strong>g, <strong>and</strong> leas<strong>in</strong>g 69 .<br />

Relationship-based lend<strong>in</strong>g technology is designed to address <strong>in</strong>formation<br />

problems that are not feasible or costly, cannot be effectively solved by transactional<br />

lend<strong>in</strong>g technologies, <strong>and</strong> most likely to be found <strong>in</strong> the environment with poor lend<strong>in</strong>g<br />

<strong>in</strong>frastructure. Under this technology, the primary <strong>in</strong>formation used by lenders is based<br />

on the soft <strong>in</strong>formation about the borrower. Such <strong>in</strong>formation is largely generated from<br />

the close relationship between the lender <strong>and</strong> the borrower. Relationship lenders collect<br />

<strong>in</strong>formation beyond that which is available <strong>in</strong> the company f<strong>in</strong>ancial statement. The<br />

lenders acquire such <strong>in</strong>formation as proprietary <strong>in</strong>formation <strong>and</strong> make the loan decision<br />

based on it. Because it is labor-<strong>in</strong>tensiveness <strong>in</strong> nature, relationship lend<strong>in</strong>g is likely to<br />

be more costly than transaction-based lend<strong>in</strong>g technology. These costs may be passed<br />

onto the borrowers <strong>in</strong> the form of higher fees <strong>and</strong> higher <strong>in</strong>terest rates. However, <strong>in</strong><br />

<strong>Myanmar</strong> where <strong>in</strong>terest rates are strictly controlled by the central bank, such practice<br />

of pass<strong>in</strong>g on these costs is not possible.<br />

Trade credit is a widely available form of SME f<strong>in</strong>anc<strong>in</strong>g especially <strong>in</strong> an<br />

environment with weak lend<strong>in</strong>g <strong>in</strong>frastructures, as <strong>in</strong> the case of many develop<strong>in</strong>g<br />

countries. Soft <strong>in</strong>formation <strong>and</strong> mutual trust between borrowers <strong>and</strong> lenders play a key<br />

role <strong>in</strong> trade credit. Trade credit is particularly important <strong>in</strong> economies with weak<br />

f<strong>in</strong>ancial systems. Figure 3 shows the spectrum of lend<strong>in</strong>g methods available for large<br />

<strong>and</strong> small f<strong>in</strong>ancial <strong>in</strong>stitutions based on the type of environment.<br />
