percent <strong>in</strong> 1999, 94.6 percent <strong>in</strong> 2001, <strong>and</strong> 92.7 percent <strong>in</strong> 2004 44 . These figures show<br />

that SMEs play a significant role <strong>in</strong> <strong>Myanmar</strong> economy, specifically <strong>in</strong> the<br />

manufactur<strong>in</strong>g sector.<br />

5.3 SMEs <strong>in</strong> Industrial Zones<br />

Before 1988, SMEs <strong>in</strong> <strong>Myanmar</strong> were scattered all over <strong>Myanmar</strong>, both <strong>in</strong> urban<br />

<strong>and</strong> rural areas. However, majority of SMEs were located <strong>in</strong> residential areas of Yangon<br />

<strong>and</strong> M<strong>and</strong>alay.<br />

In 1990, the SLORC government planned to relocate the SMEs to newly<br />

established <strong>in</strong>dustrial zones. The Department of Human Settlement <strong>and</strong> Hous<strong>in</strong>g<br />

Development (DHSHD) supervised the development of <strong>in</strong>dustrial zones, which started<br />

from adjacent areas of Yangon. Industrial zones were further extended to other cities<br />

<strong>and</strong> major towns throughout the country. M<strong>in</strong>garlardon Industrial park <strong>and</strong><br />

Thanly<strong>in</strong>-Kyauttan Industrial zones were developed through jo<strong>in</strong>t-venture agreements<br />

between foreign partners <strong>and</strong> governments; these <strong>in</strong>dustrial zones are reserved for<br />

foreign <strong>in</strong>vestments.<br />

To effectively supervise the development of each <strong>in</strong>dustrial zone, <strong>in</strong>dustrial zone<br />

adm<strong>in</strong>istration committees were established under the supervision of each m<strong>in</strong>ister<br />

assigned by the MIDC. Now, majority of SMEs <strong>in</strong> the <strong>in</strong>dustry sector are located <strong>in</strong> the<br />

<strong>in</strong>dustrial zones, while majority of cottage <strong>in</strong>dustries are still located <strong>in</strong> residential<br />

areas <strong>in</strong> cities.<br />

In 2004, there were 18 <strong>in</strong>dustrial zones <strong>in</strong> <strong>Myanmar</strong>, with a total of 8,794<br />

<strong>in</strong>dustries (nearly 22 percent of the total registered <strong>in</strong>dustries) <strong>and</strong> 142,601employees.<br />

This number reached to 21 <strong>in</strong>dustrial zones throughout the country at the end of 2006,<br />

with a total of 9,915 <strong>in</strong>dustrial enterprises. As of 2006, about 150,000 employees worked<br />

<strong>in</strong> these zones. 45<br />

Industrial zones <strong>in</strong> <strong>Myanmar</strong> are made up of 57.48 percent small enterprises,<br />

25.24 percent <strong>and</strong> medium enterprises, <strong>and</strong> 17.28 percent large enterprises 46 . Thus, the<br />

comb<strong>in</strong>ed total of SMEs represents 82.72 percent of the total number of establishments<br />

<strong>in</strong> all of the <strong>in</strong>dustrial zones <strong>in</strong> <strong>Myanmar</strong>.<br />

5.4 Bus<strong>in</strong>ess Environment of SMEs<br />
