Apart from the aforementioned lend<strong>in</strong>g methods, there are some additional<br />

lend<strong>in</strong>g programs already <strong>in</strong>itiated or will be <strong>in</strong>itiated by governments <strong>and</strong> banks <strong>in</strong><br />

some countries like Malaysia <strong>and</strong> Thail<strong>and</strong>, which provide better access to f<strong>in</strong>anc<strong>in</strong>g for<br />

their SMEs sectors. For example, Bank Industir & Teknologi Malaysia Berhad offers<br />

various Islamic f<strong>in</strong>anc<strong>in</strong>g facilities. These facilities <strong>in</strong>clude import trade f<strong>in</strong>anc<strong>in</strong>g<br />

facility (Murabahah), export f<strong>in</strong>anc<strong>in</strong>g scheme (Murabahah), <strong>in</strong>stallment sale (Bai<br />

Bithaman Ajil), <strong>and</strong> leas<strong>in</strong>g (AIijara). Under import trade f<strong>in</strong>anc<strong>in</strong>g facility, banks offer<br />

a program for Malaysian companies that would want to import commodities <strong>and</strong> goods<br />

for their operations. A bank purchases the goods directly from the suppliers <strong>and</strong> resells<br />

them to the beneficiary aga<strong>in</strong>st the profit marg<strong>in</strong> to be determ<strong>in</strong>ed by the bank. The<br />

beneficiary is allowed to pay the purchase price on a deferred basis or lump sum. And<br />

also, under the export f<strong>in</strong>anc<strong>in</strong>g scheme, the f<strong>in</strong>anc<strong>in</strong>g is extended to overseas importers<br />

under which the bank undertakes to purchase goods from Malaysian exporters <strong>and</strong><br />

resells the good to overseas importers aga<strong>in</strong>st the profit marg<strong>in</strong> to be determ<strong>in</strong>ed by the<br />

bank. Overseas importers are allowed to make payments on deferred basis, either one<br />

lump sum or <strong>in</strong>stallment basis. 70<br />

A suggestion to improve f<strong>in</strong>ancial access for regionally startup SMEs is the<br />

establishment of a regional/communal fund. S<strong>in</strong>ce venture capital <strong>in</strong>dustry is well<br />

developed <strong>in</strong> many Asian countries, such k<strong>in</strong>d of venture capital scheme can provide<br />

benefit to regionally startup SMEs that hunger f<strong>in</strong>anc<strong>in</strong>g (Figure 4).<br />
