Hrvatska je potpisala Protokol iz Kyota joπ 1999.,<br />

Ëime se obvezala smanjiti emisije stakleniËkih<br />

plinova za 5 % u odnosu na polaznu godinu 1990.<br />

za koju je koliËina emisije bila postavljena na<br />

ekvivalent od 31,7 Mt CO 2<br />

. Meappleutim, ratifikacija<br />

je uslijedila osam godina kasnije ∑ u travnju 2007.<br />

[12] iz glavnog razloga πto su 1990. prevladavale<br />

posebne okolnosti koje je valjalo uzeti u obzir,<br />

i to: i) rat u Hrvatskoj koji je zapoËeo 1990. i<br />

doveo do sloma industrije, te ii) Hrvatska je bila<br />

suvlasnik elektrana u BiH i Srbiji koje su se<br />

koristile za vlastite potrebe tih zemalja, a da nisu<br />

bile uzete u obzir u kalkulaciji polazne godine<br />

Protokola iz Kyota. Hrvatska je inzistirala da se<br />

te dvije okolnosti uzmu u obzir i naposljetku joj<br />

je odobreno poveÊanje ekvivalenta od 3,5 Mt CO 2<br />

koji se dodao polaznoj godini.<br />

RaËunajuÊi ukupne emisije po stanovniku,<br />

Hrvatska ima jednu od najniæih stopa emisije u<br />

tranzicijskim zemljama ∑ 6,6 tona po stanovniku,<br />

u usporedbi s 13,7 tona po stanovniku u drugim<br />

tranzicijskim zemljama.<br />

KljuËno podruËje na kojem Êe se primijeniti<br />

smanjenje emisija jest energetski sektor gdje se<br />

planira provedba dviju mjera ∑ uvoappleenje mjera<br />

energetske uËinkovitosti i poveÊanje uporabe<br />

obnovljivih izvora energije.<br />

8.2 Energetska uËinkovitost u Hrvatskoj<br />

Projekt energetske uËinkovitosti u Hrvatskoj<br />

pokrenula je Svjetska banka (IBRD) i Global<br />

Environment Facility (GEF) u suradnji s Hrvatskom<br />

elektroprivredom d.d. i Hrvatskom bankom za<br />

obnovu i razvoj (HBOR). U tu svrhu Hrvatska<br />

elektroprivreda d.d. i/ili <strong>HEP</strong> ESCO dobila je<br />

zajam od Svjetske banke u iznosu od 4,4 milijuna<br />

eura i donaciju GEF-a od 5 milijuna USD. Ukupna<br />

vrijednost projekta uz sudjelovanje domaÊih<br />

banaka procjenjuje se na 40 milijuna USD kroz<br />

πestogodiπnje razdoblje [13].<br />

Nacionalni karakter Projekta energetske uËinkovitosti<br />

snaæno podupire hrvatsko zakonodavstvo<br />

kroz odredbe Zakona o energiji (posebice njegova<br />

odjeljka pod naslovom Energetska uËinkovitost<br />

i obnovljivi izvori energije). Strategija razvoja<br />

energetike u RH ima za cilj poboljπati energetsku<br />

uËinkovitost kroz nacionalne programe energetske<br />

uËinkovitosti odobrene od Vlade i pomoÊu Fonda<br />

za zaπtitu okoliπa i energetsku uËinkovitost. Fond<br />

je osnovan radi osiguranja dodatnih sredstava za<br />

projekte, programe i sliËne aktivnosti na podruËju<br />

energetske uËinkovitosti i odræivog koriπtenja,<br />

zaπtite i poboljπanja okoliπa.<br />

However, the ratification came eight years later<br />

∑ in April 2007 [12]. The key reason for that is that<br />

some extraordinary circumstances prevailing back<br />

in 1990 should have been taken into account: i)<br />

war in Croatia, that had started in 1990, causing<br />

the collapse of the industry, as well as ii) Croatia<br />

being the owner of power plants in Bosnia and<br />

Serbia, which were used for their own supply, but<br />

were not accounted in the Kyoto Protocol base year<br />

calculation. Croatia insisted on taking these two circumstances<br />

into account, and finally was granted<br />

an increase of 3,5 Mt CO 2<br />

-equivalent added to the<br />

base year.<br />

Calculating the total emissions per inhabitant,<br />

Croatia has one of the lowest emission rates in<br />

the transition countries ∑ 6,6 tons per inhabitant,<br />

compared with 13,7 tons per inhabitant in other<br />

transition countries.<br />

The key area scheduled for emission reduction is<br />

the energy sector where there are two measures<br />

planned for implementation ∑ the introduction of<br />

energy efficiency measures and an increase in the<br />

use of renewable energy sources.<br />

8.2 Energy efficiency in Croatia<br />

The Energy Efficiency Project in Croatia was initiated<br />

by the World Bank (IBRD) and Global Environment<br />

Facility (GEF) in collaboration with the Hrvatska<br />

Elektroprivreda d.d. and Croatian Reconstruction<br />

and Development Bank (HBOR). For this purpose<br />

Hrvatska Elektroprivreda d.d. and/or <strong>HEP</strong> ESCO<br />

obtained a loan by the World Bank in the amount of<br />

4.4 million euros and a GEF grant in the amount of<br />

USD 5 million. The total value of the Project, with<br />

participation of domestic banks, is estimated at<br />

USD 40 million over a six-year period [13].<br />

The national character of the Energy Efficiency<br />

Project is stipulated by Croatian legislation through<br />

the provisions of the Energy Act (particularly the<br />

section entitled Energy efficiency and renewable<br />

energy sources). Croatian Energy Development<br />

Strategy is aimed at improving energy efficiency<br />

through government-approved national energy<br />

efficiency programs and by the Environmental<br />

Protection and Energy Efficiency Fund. The Fund<br />

was established to secure additional funding for<br />

projects, programmes and similar activities in the<br />

fields of energy conservation and sustainable use,<br />

protection and improvement of the environment.<br />

The Energy Efficiency Project contributes to<br />

achieving the objectives set out in Directive 2006/<br />

32/EC of the European Parliament and of the<br />

Council on energy end-use efficiency and energy<br />
