Gore, nego bi bilo i raspoloæive energije za izvoz,<br />
jasno je da dræava Crna Gora ne moæe sama to<br />
financirati, nego da Êe se tu trebati ukljuËiti<br />
privatni, vjerojatno dominantno strani, kapital.<br />
BuduÊi da su neke hidroelektrane prema svojim<br />
energetskim moguÊnostima i prema potrebnim<br />
investicijama priliËno atraktivne, izvjesno je da<br />
Êe biti dosta interesa mnogih tvrtki iz bliæeg i<br />
daljeg okruæenja. Ono πto je nuæno prije bilo<br />
kakvog konkretnijeg razgovora o ulasku u neku od<br />
tih investicija je vrlo jasno odreappleenje i politike i<br />
javnosti opÊenito u Crnoj Gori, o tome koje lokacije<br />
nisu sporne s ekoloπkog, meappleugraniËnog ili nekog<br />
drugog aspekta.<br />

persons. The law that regulates foreign investment<br />
guarantees a completely open entrepreneurial<br />
market and as such does not present an obstacle to<br />
investors in any segment. On the contrary, it provides<br />
a better than adequate framework for the development<br />
of foreign entrepreneurship, i.e. attracting<br />
foreign investments.<br />
Analyzing possible scenarios for the construction of<br />
power plants in Montenegro, particularly Scenarios<br />
N-2 and N-3, which would ultimately result not<br />
only in the sufficient production of electrical energy<br />
for the requirements of Montenegro but also<br />
energy available for export, it is clear that the state<br />
of Montenegro cannot finance this alone. It would<br />
be necessary to include private, probably dominant<br />
foreign, capital. Since several hydroelectric power<br />
plants in terms of their energy possibilities and<br />
investment requirements are fairly attractive, it is<br />
certain that there will be considerable interest from<br />
many companies from the immediate and more distant<br />
surroundings. Prior to any concrete discussion<br />
on entering into any of these investments, the very<br />
clear determination of policy and general public consensus<br />
in Montenegro would be necessary regarding<br />
the locations that would not be considered problematic<br />
from the ecological, border or other aspects.<br />
