Glede obnovljivih izvora energije moæe se reÊi kako<br />
su mnoge primjene ExternE metodologije pokazale<br />
∑ moæda i znatno preciznije ∑ ono πto se veÊ dugo<br />
nasluÊivalo na temelju prethodno provedenih<br />
studija: ekoloπki troπak ovih tehnologija, imajuÊi<br />
u vidu i Ëitav njihov æivotni ciklus, u prosjeku<br />
je niæi od onog koji u prosjeku nastaje kod<br />
klasiËnih fosilnih tehnologija (ovakav zakljuËak<br />
stoji bilo da se ukljuËe ili iskljuËe najnesigurniji<br />
gospodarski uËinci koji nastaju kao posljedica<br />
efekta staklenika).<br />
Tu su, dakle vrlo valjani razlozi da bi se smatralo<br />
kako πtednja energije i razvoj proizvodnje elektriËne<br />
energije iz obnovljivih izvora energije omoguÊuju<br />
ostvarenje znaËajnog napretka u oËuvanju prirodnog<br />
okoliπa, πto se danas u dovoljnoj mjeri ne<br />
uzima u razmatranje kod izraËunavanja troπkova<br />
proizvodnje. Dakle, ako se pokaæe da je primjereno<br />
korigirati signale koji dolaze s elektroenergetskog<br />
træiπta, neovisno o naravi, tj. ako se poapplee od odabranog<br />
specifiËnog instrumenta intervencije, vaæno<br />
je da ta intervencija bude u korelaciji s ekoloπkom<br />
i/ili energetskom uπtedom. Slijedom reËenog,<br />
program intervencije tijela javne vlasti treba<br />
biti usmjeren poticanju proizvodnje elektriËne<br />
energije iz obnovljivih izvora energije kao i iz<br />
eventualnih drugih neobnovljivih izvora koji donose<br />
energetsku/ekoloπku uπtedu u usporedbi s<br />
energijom koja se proizvodi koriπtenjem klasiËnih<br />
tehnologija ili izvora.<br />
3.2 Tehnoloπka zrelost<br />
PoËevπi od 90-tih godina obnovljivi izvori<br />
energije, uz doprinos ostvarenog tehnoloπkog<br />
razvoja u cjelini, poprimili su sasvim novu vrijednost<br />
u oËima kritiËara diljem svijeta i to ne<br />
kao alternativni izvori (i kao takvi sekundarnog<br />
znaËaja) nego zbog njihove kvalitete s ekoloπkog<br />
stajaliπta. Ovdje treba naglasiti kako prednosti<br />
koje donose obnovljivi izvori energije ∑ a i drugi<br />
izvori koji osiguravaju uπtedu energije ∑ nisu samo<br />
ekoloπke. Kao πto je jasno naglaπeno u Bijeloj<br />
knjizi Europske komisije o obnovljivim izvorima<br />
energije [4] njihov razvoj obuhvaÊa sasvim<br />
novi pristup proizvodnji elektriËne energije,<br />
uz brojne pogodnosti za druπtvenu zajednicu<br />
na makroekonomskoj razini, zahvaljujuÊi prije<br />
svega poveÊanoj sigurnosti, raznovrsnosti izvora i<br />
koriπtenju lokalnih proizvodnih potencijala.<br />
Bijela knjiga EU kao i drugi programi koji uvode<br />
specijalne reæime za te izvore na nacionalnoj<br />
razini (NFFO u Engleskoj, Regimen especial u<br />
©panjolskoj, Stromeinspeisungsetz u NjemaËkoj,<br />
program Eole 2005 u Francuskoj…), pokazuje<br />
kako politiËki predstavnici na nacionalnoj i<br />
nadnacionalnoj razini i te kako uvaæavaju ovakav<br />
Regarding the first point, it is necessary to bear in<br />
mind that if electricity saving occurs due to changes<br />
of the appliances, their environmental impact must<br />
be taken into account too. In other words, a thorough<br />
analysis of the benefits achieved in environmental<br />
protection requires performing a life cycle<br />
analysis (LCA) of other solutions.<br />
Regarding renewable energy sources, it can be said<br />
that many applications of ExternE methodology have<br />
shown − perhaps with significantly more precision ∑<br />
that which has long been suspected on the basis of<br />
previously conducted studies, that the environmental<br />
cost of these technologies, bearing in mind their entire<br />
life cycle, is lower on the average than that which<br />
occurs on the average with classic fossil technologies<br />
(this conclusion is valid whether or not the most uncertain<br />
economic results are included that may occur<br />
due to the effect of greenhouse gases).<br />
There are highly valid reasons for the assertion that<br />
energy saving and the development of the production<br />
of electrical energy from renewable energy<br />
sources facilitate significant progress in the conservation<br />
of the natural environment, which currently<br />
is not being taken into sufficient consideration in<br />
the calculation of production costs. Therefore, if<br />
it is deemed to be appropriate to correct the signals<br />
that come from the electrical energy market,<br />
regardless of their nature, i.e. if one starts from a<br />
selected specific instrument of intervention, it is<br />
important for this intervention to be correlated with<br />
environmental and/or energy savings. Consequently,<br />
the intervention program by the institutions of the<br />
public authorities should be directed at stimulating<br />
the production of electrical energy from renewable<br />
energy sources and also from eventual other nonrenewable<br />
sources that result in energy/environmental<br />
savings in comparison to energy that is produced by<br />
using classical technologies or sources.<br />
3.2 Technological maturity<br />
Owing to to technological advances in general,<br />
from the beginning of the 1990s, renewable energy<br />
sources were reassessed by critics throughout the<br />
world, not as alternative sources (and as such<br />
of secondary significance) but on the basis of<br />
their merits from the environmental standpoint.<br />
It is necessary to emphasize that the advantages<br />
of renewable energy sources, as well as other<br />
sources that provide energy savings, are not solely<br />
environmental. As clearly emphasized in the White<br />
Paper of the European Commission on Renewable<br />
Energy Sources [4], their development encompasses<br />
a completely new approach to the production of<br />
electrical energy, with numerous advantages for the<br />
society on the macroeconomic level, owing first of<br />
all to increased security, the variety of sources and<br />
the use of local production potentials.<br />
