− smanjenje uvozne energetske ovisnosti, u prvom<br />
redu stvaranjem stabilnih uvjeta za ulaganja u<br />
istraæivanje i gradnju novih energetskih izvora<br />
(naroËito na istraæenim objektima neiskoriπtenog<br />
hidro potencijala) i ulaganja u ostalu<br />
energetsku infrastrukturu,<br />
− stvaranje odgovarajuÊeg zakonodavnog, institucionalnog,<br />
financijskog i regulatornog okvira za<br />
poticanje udjela privatnog sektora i ulaganja u<br />
sve dijelove energetske infrastrukture,<br />
− stvaranje uvjeta za veÊe koriπtenje obnovljivih<br />
izvora energije, zajedniËke proizvodnje elektriËne<br />
i toplinske energije i koriπtenje fosilnih<br />
goriva s Ëistim tehnologijama,<br />
− uspostavljanje konkurentnog træiπta za osiguranje<br />
energije u djelatnostima u kojima za<br />
to postoji moguÊnost (proizvodnja i opskrba)<br />
u skladu s konceptom regionalnog træiπta<br />
energije, uz reguliranje monopolskih mreænih<br />
djelatnosti,<br />
− osiguranje institucionalnih i financijskih<br />
poticaja za unaprjeappleenje energetske uËinkovitosti<br />
i smanjenje energetske intenzivnosti u<br />
svim sektorima, od proizvodnje do potroπnje<br />
energije,<br />
− odræiva proizvodnja i koriπtenje energije u<br />
odnosu na zaπtitu okoliπa i meappleunarodna<br />
suradnja u toj sferi, naroËito oko smanjenja<br />
emisije stakleniËkih plinova,<br />
− potpora istraæivanjima, razvoju i promociji<br />
novih, Ëistih i uËinkovitih energetskih tehnologija<br />
i voappleenju energetske politike na struËnim<br />
i znanstvenim osnovama.<br />
Da bi se uopÊe moglo oËekivati, barem djelomiËno,<br />
a osobito cjelokupno, ostvarenje navedenih ciljeva,<br />
nuæno je bilo osmisliti konzistentan skup mjera<br />
koje bi usklaappleenim djelovanjem stvorile pogodnu<br />
klimu, odnosno okruæenje kao potreban preduvjet.<br />
Te mjere su kako slijedi:<br />

a secure, high quality, reliable and diversified<br />
power supply, with the goal of balancing the<br />
supply and demand of all forms of energy,<br />
maintenance, revitalization and modernization<br />
of the existing infrastructure and building a reliable<br />
new infrastructure for the production and<br />
use of energy,<br />
reduction of dependence on imported energy,<br />
primarily through the creation of stable conditions<br />
for investment in the research and construction<br />
of new energy sources (particularly<br />
facilities with unused hydro potential that have<br />
been previously studied) and investment in the<br />
rest of the energy infrastructure,<br />
creation of the suitable legislative, institutional,<br />
financial and regulatory framework for<br />
promoting involvement by the private sector<br />
and investment in all the aspects of the energy<br />
infrastructure,<br />
creation of the prerequisites for the greater utilization<br />
of renewable energy sources, combined<br />
heat and power generation and the use of fossil<br />
fuels based upon clean technologies,<br />
establishment of a competitive market for securing<br />
energy in fields where there is a possibility to<br />
do so (generation and supply), pursuant to the<br />
concept of the regional energy market, together<br />
with regulated monopoly network activities,<br />
providing institutional and financial incentives<br />
for improving energy efficiency and reducing<br />
energy intensity in all sectors, from energy generation<br />
to consumption,<br />
sustainable generation and energy use in relation<br />
to environmental protection and international<br />
cooperation in this sphere, particularly regarding<br />
reduced greenhouse gas emissions, and<br />
supporting research, development and the<br />
promotion of new, clean and efficient energy<br />
technologies, and conducting energy policies<br />
upon professional and scientific foundations.<br />

transparentnih procedura u funkcioniranju<br />
svih segmenata energetskog sektora, radi<br />
sprjeËavanja korupcije,<br />
In order to be able to achieve the cited goals, either<br />
partially or completely, it would be necessary to<br />
devise a consistent group of coordinated measures<br />
to create a favorable climate, i.e. a suitable<br />
environment as an essential prerequisite. These<br />
