Andrew Cappie-Wood<br />

Director-General <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Training</strong><br />

Managing Director <strong>of</strong> TAFE <strong>NSW</strong><br />

SES Level 8, $387,250<br />

Mr Cappie-Wood is responsible to the Minister for the<br />

leadership <strong>and</strong> management <strong>of</strong> the public education<br />

<strong>and</strong> training systems <strong>and</strong> the provision <strong>of</strong> advice<br />

affecting all education <strong>and</strong> training in New South<br />

Wales.<br />

Governance arrangements remained high on the<br />

agenda during <strong>2005</strong> with further refinement <strong>of</strong><br />

the <strong>Department</strong>’s Results <strong>and</strong> Services Plan with<br />

Treasury. Mr Cappie-Wood initiated a governance<br />

review <strong>of</strong> TAFE <strong>NSW</strong> to develop a business model<br />

which is attuned to a more competitive environment<br />

<strong>and</strong> oversaw the improvement in TAFE’s unit cost so<br />

that this cost is the third lowest in Australia <strong>and</strong> lower<br />

than the national average.<br />

Other priorities for Mr Cappie-Wood involved<br />

strengthening <strong>of</strong> financial accountability with funding<br />

devolution. This required the effective use <strong>of</strong> the<br />

$9.8billion recurrent <strong>and</strong> capital expenses for the<br />

<strong>Department</strong> for 2004-05. New accountable financial<br />

arrangements were established for the Schools<br />

Privately Financed Project.<br />

Mr Cappie-Wood played a key role in the <strong>Department</strong>’s<br />

external <strong>and</strong> intergovernmental relationships. This<br />

included successful negotiations with the Australian<br />

Government for over $1.6 billion in funding for<br />

vocational education <strong>and</strong> training. Strategies were<br />

developed to meet Australian Government compliance<br />

requirements <strong>and</strong> secure approximately $3.8 billion in<br />

funding under the Schools Assistance <strong>and</strong> Indigenous<br />

<strong>Education</strong> Funding Agreements.<br />

As a result <strong>of</strong> the <strong>Department</strong>’s Review <strong>of</strong> Aboriginal<br />

<strong>Education</strong>, Schools in Partnership was introduced<br />

<strong>and</strong> forms a part <strong>of</strong> the $53m Aboriginal <strong>Education</strong><br />

Strategy. The improvement in educational <strong>and</strong><br />

training outcomes for Aboriginal people remains a key<br />

challenge for the organisation.<br />

The beginning <strong>of</strong> <strong>2005</strong> saw the introduction <strong>of</strong> 21<br />

additional preschools, taking the total number <strong>of</strong><br />

<strong>Department</strong> <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Training</strong> preschools to<br />

100. This service provides prior-to-school education<br />

programs to some 4500 children.<br />

A major milestone during the year was the<br />

<strong>Department</strong>’s successful negotiation <strong>of</strong> the school <strong>and</strong><br />

TAFE teachers’ salaries case without any industrial<br />

action, as well as achieving a new Staffing Agreement<br />

for school teachers.<br />

Mr Cappie-Wood’s leadership in <strong>2005</strong> focused the<br />

<strong>Department</strong> on issues emanating from the Futures<br />

Project consultation process. It was the most<br />

comprehensive consultation process ever conducted<br />

by the <strong>Department</strong>.<br />

Additional classrooms were installed to facilitate the<br />

Government’s commitment to the class size reduction<br />

initiative for students in Kindergarten to Year 2.<br />

Approximately 1500 additional teachers will support<br />

the implementation <strong>of</strong> this program.<br />

Mr Cappie-Wood oversaw the New South Wales<br />

response to the Australian Government’s Skilling<br />

Australia’s Workforce legislation. The response<br />

incorporated the effect <strong>of</strong> the legislation on vocational<br />

education <strong>and</strong> training <strong>and</strong> particularly on TAFE <strong>NSW</strong>.<br />

He also oversaw the development <strong>of</strong> the statewide<br />

plan Drug <strong>and</strong> Alcohol Issues: An Agenda for<br />

Workforce Development in <strong>NSW</strong>.<br />

A Communication Review was undertaken during<br />

<strong>2005</strong> with both internal <strong>and</strong> external stakeholders. This<br />

will result in the development <strong>and</strong> implementation <strong>of</strong><br />

improved communication with parents, teachers <strong>and</strong><br />

staff in 2006.<br />

An effective framework for school development <strong>and</strong><br />

school accountability was established. All schools<br />

developed school plans supported by quality<br />

performance data, which links to school community,<br />

regional <strong>and</strong> system priorities.<br />

Martin Bowles<br />

Deputy Director-General, Corporate Services<br />

SES Level 7, $335,200<br />

Mr Bowles provided leadership in the management<br />

<strong>of</strong> the <strong>Department</strong>’s education <strong>and</strong> training budget,<br />

resource plans, capital works, maintenance programs,<br />

information <strong>and</strong> telecommunications systems <strong>and</strong><br />

infrastructure, industrial award negotiations <strong>and</strong> the<br />

recruitment, retention <strong>and</strong> career development <strong>of</strong><br />

teachers <strong>and</strong> all other employees.<br />

Mr Bowles’ priority objectives were to provide<br />

resources <strong>and</strong> services to core teaching <strong>and</strong> learning<br />

activities <strong>and</strong> to meet government commitments in<br />

relation to class size reduction, Aboriginal education,<br />

technology access <strong>and</strong> e-learning. Other priorities<br />

were to strengthen financial accountability with funding<br />

devolution <strong>and</strong> effectively support regions <strong>and</strong> TAFE<br />

Institutes; finalise industrial awards within government<br />

resources; improve teacher recruitment <strong>and</strong> staffing<br />

<strong>of</strong> schools; improve OHS performance; <strong>and</strong> maintain<br />

quality environments in schools <strong>and</strong> TAFE Institutes.<br />

During <strong>2005</strong>, Mr Bowles ensured that key performance<br />

measures <strong>and</strong> targets within the Corporate Services<br />

Portfolio Plan were met. Mr Bowles supported<br />

priorities for public education <strong>and</strong> training with the<br />

effective use <strong>of</strong> the $9.8 billion recurrent <strong>and</strong> capital<br />

expenses for the sector in 2004-05. Accountable<br />

financial arrangements were established in <strong>2005</strong> for<br />

the Schools Privately Financed Project. Nine new<br />

school facilities have been provided <strong>and</strong> contracts for<br />

a further nine schools in growth areas were finalised<br />

in <strong>2005</strong>. Significant improvements were made to<br />

school <strong>and</strong> TAFE <strong>NSW</strong> buildings, <strong>and</strong> additional<br />

classrooms were installed to facilitate smaller classes<br />

for Kindergarten children.<br />
