Appendix 16: Waste Reduction <strong>and</strong><br />

Purchasing Policy<br />

Introduction<br />

The <strong>NSW</strong> Government’s Waste Reduction <strong>and</strong><br />

Purchasing Policy (WRAPP) requires all State<br />

Government agencies to develop <strong>and</strong> implement<br />

a WRAPP plan to reduce waste <strong>and</strong> increase the<br />

purchase <strong>of</strong> recycled content in paper products, <strong>of</strong>fice<br />

equipment, vegetation material <strong>and</strong> construction <strong>and</strong><br />

demolition material. The <strong>Department</strong> has incorporated<br />

WRAPP throughout key policy <strong>and</strong> strategic planning<br />

documents such as the Environmental <strong>Education</strong><br />

Policy for Schools <strong>and</strong> the DET Environmental<br />

Management Strategy. Achievement <strong>of</strong> WRAPP<br />

objectives is facilitated through school environmental<br />

management plans <strong>and</strong> the TAFE <strong>NSW</strong> Service<br />

Delivery Strategy. The <strong>Department</strong>’s Purchasing <strong>of</strong><br />

Recycled Content Paper Memor<strong>and</strong>um recommends<br />

the purchase <strong>of</strong> paper with at least 50% recycled<br />

content. In addition, the <strong>Department</strong> works closely with<br />

suppliers <strong>and</strong> stakeholders to further develop waste<br />

reduction <strong>and</strong> recycled content purchasing initiatives.<br />

WRAPP requires State Government agencies to report<br />

periodically to the <strong>NSW</strong> <strong>Department</strong> <strong>of</strong> Environment<br />

<strong>and</strong> Conservation. Collection <strong>and</strong> analysis <strong>of</strong> waste<br />

related statistics was undertaken in the preparation <strong>of</strong><br />

the <strong>Department</strong>’s WRAPP <strong>Report</strong>s submitted in 2001,<br />

2003 <strong>and</strong> <strong>2005</strong>.<br />

Reducing the generation <strong>of</strong> waste<br />

In early 2002 the <strong>Department</strong> established an<br />

Environmental Management Committee <strong>and</strong><br />

developed a broad departmental Environmental<br />

Management Strategy.<br />

The Environmental <strong>Education</strong> Policy for Schools<br />

released in 2001-02 continues to be implemented<br />

progressively across the State. This policy is designed<br />

to guide schools in developing <strong>and</strong> enhancing<br />

environmental education programs that equip<br />

students with the knowledge <strong>and</strong> skills required for<br />

active participation in managing the environment,<br />

<strong>and</strong> to develop attitudes <strong>and</strong> skills conducive to the<br />

achievement <strong>of</strong> ecologically sustainable development.<br />

The Environmental <strong>Education</strong> Policy requires schools<br />

to develop a School Environmental Management<br />

Plan that addresses the focus areas <strong>of</strong> curriculum<br />

development, management <strong>of</strong> resources <strong>and</strong><br />

management <strong>of</strong> school grounds.<br />

The implementation <strong>of</strong> the Sustainable Schools<br />

Program commenced in 2003 in partnership with the<br />

<strong>NSW</strong> <strong>Department</strong> <strong>of</strong> Environment <strong>and</strong> Conservation<br />

<strong>and</strong> the Australian Government <strong>Department</strong> <strong>of</strong> the<br />

Environment <strong>and</strong> Heritage. The pilot program took<br />

place in 200 schools statewide. A major review <strong>of</strong><br />

the pilot program was conducted <strong>and</strong> a report was<br />

produced in March <strong>2005</strong>.<br />
