Outcome 3: Participation<br />

Students, staff <strong>and</strong> customers with a disability have<br />

the same opportunities as other people to take<br />

advantage <strong>of</strong> the range <strong>of</strong> education, training <strong>and</strong><br />

employment opportunities provided by the <strong>Department</strong><br />

<strong>and</strong> its funded organisations.<br />

Achievements<br />

• <strong>Department</strong>al preschools enrolled 106 children<br />

with a disability, 2.45% <strong>of</strong> all enrolments. Through<br />

preschools <strong>and</strong> early intervention support classes<br />

the <strong>Department</strong> has the capacity to support over<br />

1,000 young children with special learning needs<br />

• More than 430 students with a disability participated<br />

in school sport at zone, regional <strong>and</strong> State levels,<br />

including the <strong>2005</strong> <strong>NSW</strong> Pacific School Games,<br />

the 2nd <strong>Annual</strong> Metropolitan Athletics Carnival for<br />

students with a disability, national School Sport<br />

Australia Swimming <strong>and</strong> Athletics Championships<br />

<strong>and</strong> the <strong>NSW</strong> Combined High Schools Sports<br />

Association<br />

• Students with a disability experienced supported<br />

transition from school to vocational training <strong>and</strong><br />

work through, school-to-work planning for 3,382<br />

students, post school programs funded by the<br />

<strong>Department</strong> <strong>of</strong> Ageing, Disability <strong>and</strong> Home Care<br />

for 730 school leavers, <strong>and</strong> HSC Vocational<br />

<strong>Education</strong> <strong>and</strong> <strong>Training</strong> courses for 1,924 students<br />

• 1,754 students participated in apprenticeships or<br />

traineeships, including 837 new enrolments <strong>and</strong> 567<br />

completions, a 20% increase in completions from<br />

the previous year.<br />

Strategies<br />

• Local Community Partnerships <strong>and</strong> interagency<br />

networks were strengthened to improve support<br />

for students with a disability, particularly in their<br />

transition from school to vocational training <strong>and</strong><br />

work<br />

• Two Special <strong>Education</strong> Scholarship recipients<br />

completed study tours <strong>and</strong> two Premier’s Special<br />

<strong>Education</strong> Scholarships <strong>of</strong> $10,000 were awarded<br />

for study in <strong>2005</strong>-06 sponsored by the John Brown<br />

Foundation <strong>and</strong> QANTAS<br />

• The Jim Anderson Scholarship for post-school<br />

study was awarded to a person with a hearing<br />

impairment<br />

• The <strong>NSW</strong> <strong>Department</strong> <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Training</strong><br />

New Apprenticeship Centres (DETNAC):<br />

- <strong>and</strong> the Board <strong>of</strong> Vocational <strong>Education</strong> <strong>and</strong><br />

<strong>Training</strong> (BVET) created a Disability Resource<br />

Poster <strong>and</strong> flyer for all secondary schools in<br />

<strong>NSW</strong> to assist school leavers with a disability to<br />

access New Apprenticeships<br />

- produced a guide for RTOs: Assisting a New<br />

Apprentice with a Disability<br />

- produced a guide for specialist employment<br />

agencies about accessing New Apprenticeships<br />

<strong>and</strong> Disabled Apprenticeship Wage Support<br />

(DNAWS) funds.<br />

Challenges <strong>and</strong> future directions<br />

• Strengthen transition-to-work processes for<br />

students with a disability including: school leavers,<br />

vocational placement c<strong>and</strong>idates, students<br />

repeating Year 12, <strong>and</strong> applicants for HSC VET<br />

courses<br />

• Increase the number <strong>of</strong> staff with a disability<br />

recruited into the <strong>Department</strong> <strong>and</strong> revitalise the<br />

<strong>Department</strong>’s Workplace <strong>Training</strong> Scheme <strong>and</strong><br />

WorkAble program. In the <strong>Department</strong>’s <strong>2005</strong><br />

intake <strong>of</strong> new employees, 2.64% identified as<br />

having a disability, with 13% <strong>of</strong> them requiring<br />

work-related adjustments. One placement was<br />

made under the Workplace <strong>Training</strong> Scheme <strong>and</strong><br />

no permanent placements under the WorkAble<br />

scheme.<br />

Outcome 4: Accountability<br />

The <strong>Department</strong> measures <strong>and</strong> reports on its progress<br />

in developing <strong>and</strong> implementing policies <strong>and</strong> practices<br />

to improve access, participation <strong>and</strong> outcomes for<br />

people with a disability.<br />

Achievements<br />

• 11,862 people with a disability represented<br />

3.46% <strong>of</strong> all ACE enrolments <strong>and</strong> demonstrated<br />

outst<strong>and</strong>ing participation through a module<br />

completion rate <strong>of</strong> 6.39% <strong>of</strong> total completion rates<br />

• 303 additional Teachers Aide Special (TAS)<br />

positions were allocated to classes for students<br />

with emotional or behavioural difficulties or autism,<br />

providing the capacity to support 2,870 students,<br />

with classes <strong>of</strong> 7 students, a teacher <strong>and</strong> a TAS<br />

• $64 million was allocated to over 11,000 students<br />

with moderate/high support needs through the<br />

Integration Program<br />

• A review <strong>of</strong> special education facilities was<br />

completed, including additions <strong>and</strong> amendments to<br />

the current School Facilities St<strong>and</strong>ards to support<br />

curriculum <strong>and</strong> functional requirements <strong>of</strong> students<br />

with a disability.<br />

Strategies<br />

• Monash <strong>and</strong> Charles Sturt Universities successfully<br />

tendered to provide special education retraining in<br />

2006<br />

• The Student Representative Council (SRC) State<br />

conference promoted inclusive communities <strong>and</strong> full<br />

participation by students with a disability in school<br />

life, including as SRC members<br />

• Corporate Marketing undertook a research project<br />

to assess what post-school career <strong>and</strong> course<br />

information was required <strong>and</strong> in what format for<br />

school leavers, including those with a disability,<br />

their parents <strong>and</strong> careers advisers<br />
