Under Ms McKerihan’s leadership, 21 new preschools<br />

were established; resulting in significantly increased<br />

access to preschool places for students from<br />

disadvantaged backgrounds. The Director-General’s<br />

Advisory Group on Aboriginal <strong>Education</strong> was reestablished<br />

<strong>and</strong> met regularly during the year to<br />

provide invaluable assistance in the development <strong>of</strong> a<br />

new direction for Aboriginal <strong>Education</strong> <strong>and</strong> <strong>Training</strong>. All<br />

schools have progressively implemented the Healthy<br />

School Canteen strategy <strong>and</strong> have developed <strong>and</strong><br />

implemented Anti-bullying policies.<br />

Under the Special <strong>Education</strong> Initiative, from the<br />

beginning <strong>of</strong> 2006 all special education classes for<br />

students with moderate or severe disabilities in a<br />

regular school will be staffed with a teacher <strong>and</strong> a<br />

teacher’s aide. This will significantly enhance the<br />

learning environment.<br />

Significant progress has been made in the<br />

achievement <strong>of</strong> the Government’s commitment that<br />

will see the establishment <strong>of</strong> new behaviour schools,<br />

tutorial <strong>and</strong> suspension centres. Planning has<br />

commenced on four new behaviour schools <strong>and</strong> four<br />

new tutorial centres <strong>and</strong> 11 suspension centres are<br />

expected to be operating in Term 1, 2006.<br />

Ms McKerihan has also contributed to the<br />

Government’s Two Ways Together Aboriginal<br />

Affairs Plan. In her role as chair <strong>of</strong> the Families <strong>and</strong><br />

Communities Cluster, she has led the development <strong>of</strong><br />

a multi-agency action plan that will result in improved<br />

service delivery for Aboriginal communities.<br />

Gillian Shadwick<br />

General Manager, Learning <strong>and</strong> Development<br />

SES Level 5, $221,950<br />

Appointed: 24 January <strong>2005</strong><br />

In this newly established position, Ms Shadwick<br />

is responsible for leading statewide teaching <strong>and</strong><br />

learning policy <strong>and</strong> strategy development <strong>and</strong> the<br />

development <strong>of</strong> resources to support schools to deliver<br />

quality education.<br />

Ms Shadwick’s leadership in <strong>2005</strong> focused on<br />

building the strategic capacity <strong>of</strong> the six Learning <strong>and</strong><br />

Development Directorates to both meet government<br />

commitments <strong>and</strong> coordinate support for regions<br />

<strong>and</strong> schools in ways that strengthened collaboration<br />

<strong>and</strong> interdependence. She also provided advice on<br />

new directions in the areas <strong>of</strong> curriculum, literacy<br />

<strong>and</strong> numeracy, vocational education in schools,<br />

pr<strong>of</strong>essional learning <strong>and</strong> leadership, educational<br />

measurement <strong>and</strong> school accountability, strategic<br />

initiatives <strong>and</strong> research.<br />

A major objective for Ms Shadwick was implementing<br />

the recommendations <strong>of</strong> Pr<strong>of</strong>essor Eltis’ Time to<br />

Teach, Time to Learn report which included developing<br />

a new K-12 curriculum policy, the highly valued<br />

Connected Outcome Groups <strong>of</strong> work units K-6, the<br />

new primary <strong>and</strong> secondary student report formats<br />

<strong>and</strong> a comprehensive pr<strong>of</strong>essional learning program.<br />

Each primary teacher received the booklet, Getting<br />

the Balance Right, which explained the changes <strong>and</strong><br />

outlines support.<br />

Ms Shadwick’s priorities also included supporting<br />

teachers to implement new syllabuses 7-10, developing<br />

the Essential Science Skills Assessment (ESSA),<br />

implementing the Computer Skills Assessment online<br />

test for Year 6, increasing the diagnostic capacity <strong>of</strong><br />

the School Measurement, Assessment <strong>and</strong> <strong>Report</strong>ing<br />

Toolkit (SMART Pack) s<strong>of</strong>tware, developing the<br />

Pr<strong>of</strong>essional Learning Continuum Framework <strong>and</strong><br />

targeting equitable access to leadership development<br />

programs. During <strong>2005</strong>, support for the $22m School<br />

to Work program was strengthened, a pathways<br />

mentor role was trialled in 17 secondary locations to<br />

support 15-19 year olds <strong>and</strong> the class size reduction,<br />

reading recovery, Quality Teaching <strong>and</strong> tutorial<br />

voucher initiatives were successfully managed.<br />

Research on the retention <strong>of</strong> new teachers was<br />

commissioned, a middle years action research project<br />

was initiated in each region, a major middle years<br />

conference for 400 was held, <strong>and</strong> strategies were<br />

implemented to boost enrolments, increase financial<br />

<strong>and</strong> inkind sponsorship, <strong>and</strong> promote public education<br />

including through strong coordination <strong>of</strong> the statewide<br />

sports <strong>and</strong> arts programs.<br />

Ms Shadwick was the <strong>Department</strong>’s representative<br />

on the Interim Board <strong>of</strong> the Institute <strong>of</strong> Teachers, the<br />

sponsor <strong>of</strong> the Student Internet Browsing <strong>and</strong> Email<br />

(SIBE) committee <strong>and</strong> a member <strong>of</strong> the Finance <strong>and</strong><br />

Resources <strong>and</strong> ICT sub-committees <strong>of</strong> the Board <strong>of</strong><br />

Management.<br />

Ms Shadwick successfully managed more than 300<br />

staff <strong>and</strong> a budget <strong>of</strong> $78 million, including initiatives<br />

<strong>and</strong> programs that raised revenue.<br />

Graeham Kennedy<br />

Regional Director, Illawarra <strong>and</strong> South Coast<br />

SES Level 5, $206,101<br />

Mr Kennedy led the development <strong>and</strong> implementation<br />

<strong>of</strong> strategies, policies, programs <strong>and</strong> innovations to<br />

ensure high quality education <strong>and</strong> training programs<br />

in schools within the Illawarra <strong>and</strong> South Coast<br />

Region. As a member <strong>of</strong> the senior management<br />

team <strong>of</strong> the Office <strong>of</strong> Schools he provided strategic<br />

advice in the development <strong>of</strong> policy in all areas <strong>of</strong><br />

school operations, with particular responsibilities in<br />

student welfare. Mr Kennedy has been a member <strong>of</strong><br />

the Board <strong>of</strong> Management Shared Corporate Services<br />

subcommittee.<br />

Mr Kennedy provided strategic advice to State Office<br />

general managers, senior <strong>of</strong>ficers <strong>and</strong> the Minister in<br />

relation to the implementation <strong>of</strong> State policy at the<br />

local level.<br />

Mr Kennedy’s priority objectives were to develop<br />

<strong>and</strong> implement strategies, policies, programs <strong>and</strong><br />

innovations to enhance student learning. He also<br />

focused on developing strong relationships with key<br />

partners <strong>and</strong> stakeholders, introducing new school<br />

accountability <strong>and</strong> support structures, developing <strong>and</strong><br />
